Operations Manager - Municipal Parking

Position Summary
Oversee daily operations of four City of Glendale parking garages (Marketplace, Exchange, Orange Street, Civic Center), managing staffing, customer service, parking systems, maintenance, and financial reporting. Serve as the primary operational liaison between LAZ Parking, City representatives, vendors, and customers.

Key Responsibilities



  • Manage daily operations, staffing, and service consistency across all four garages
  • Supervise staff: scheduling, training, onboarding, performance, and HR coordination
  • Resolve customer complaints and disputes involving access, payments, and monthly accounts
  • Administer monthly parking access (subscriptions, access cards, LPR, permissions) per City policy
  • Oversee Flash parking systems; coordinate troubleshooting for kiosks, gates, and access/LPR equipment
  • Coordinate repairs, preventive maintenance, vendor support, and outage response
  • Support system upgrades/transitions through vendor coordination, setup, and staff training
  • Review financial and operating reports for accuracy; reconcile T2 meter revenue and deposits
  • Analyze revenue/payment data, investigate discrepancies, and coordinate corrective action
  • Prepare operational summaries and reports for City and company leadership
  • Maintain regular communication with City representatives on facility, equipment, and service issues
  • Manage incident documentation, camera review, and claims coordination
  • Coordinate parking/validation needs for City events, tenants, and organizations
  • Recommend improvements to service, reporting, equipment, and overall operations


Education:



  • Bachelor's Degree or equivalent work experience.


Experience:



  • 3+ year in a management role.
  • Knowledge of Excel, Word, PowerPoint, and General Microsoft Office Applications.
  • Parking management experience is REQUIRED.
  • Experience working with financial statement/accounting, P&L reports, and budgeting.
  • Ability to be flexible in schedule to meet operational needs. This may require occasionally working outside of regularly scheduled hours.

Physical Demands:



  • Willingness to work in the elements - heat, wind, snow, rain, etc.
  • Ability to lift, push and pull at least 25 pounds.
  • Ability to stand, walk and run for extended periods of time.
  • Ability to bend, stoop, squat and lift frequently throughout a shift.
