Learn more about the UC Office of the President Department Overview The Building & Administrative Services Center (BASC) provides a high-level of client service to the UC Office of the President through the strategic management of UCOP's building portfolio and all related operational activities. Key services provided by the department include managing UCOP owned, leased, and affiliated properties, capital projects, facilities maintenance, space management, event management, sustainability programs and initiatives, and administrative services (mail, moving, parking programs, etc.). In addition, the department plays a leadership role in UCOP business continuity planning and emergency management and is responsible for coordinating with other UCOP departments to address these areas of work. The department focuses on providing a work environment that supports all UCOP staff and other users of UCOP's building space in focused individual work and interactive team-based work to support the mission of the University.
Position Summary The Building Engineer for Sacramento plays a critical role in ensuring the effective operation, maintenance, and performance of facilities at the UC Student and Policy Center in Sacramento (~25,000 SF+). This position is responsible for delivering outstanding client service, responding proactively to building needs, and fostering a high-quality workplace experience for all building occupants. This role requires working in a dynamic, fast-paced environment where adaptability, problem-solving, and a strong commitment to service excellence are essential. The Building Engineer must be highly responsive to maintenance requests, operational needs, and space challenges while ensuring smooth day-to-day facility operations. Given the constraints of shared space and the sometimes-competing needs of building occupants, this role requires a keen ability to balance priorities, communicate effectively with stakeholders, and manage spaces efficiently to support the diverse functions of UCOP and UC Davis users. The Building Engineer will generally be on-site in Sacramento five days per week, handling daily maintenance, repairs, space coordination, and vendor oversight and focusing on preventive maintenance and operational efficiency at the facility. The role's assigned home office is at the UC Student and Policy Center in Sacramento. This is a five-day, on-site, hands-on position requiring strong technical expertise in facility maintenance, organizational skills, and the ability to independently analyze and resolve complex issues. The role demands effective management of multiple priorities, maintenance and repairs in Sacramento, with responsibility for administering policies, processes, and providing off-hours support and off-hours emergency response to ensure seamless facility operations. This position requires full-time on-site presence five days per week. Any absence from the assigned worksite without prior approval may constitute a violation of the terms of employment.
Key Responsibilities
30% Facility Operations & Repairs - Respond to maintenance requests, service calls, and urgent repair needs. Troubleshoot mechanical, electrical, and plumbing issues, engaging external service providers as necessary. Oversee custodial services, life safety and access control operations. Utilize the Building Management System (BMS) and other facility technologies to support efficient building operations and occupant needs. Provide recommendations to BASC leadership on facility-related procedures, budget considerations, space allocation, staffing needs, and infrastructure improvements. Assist with budget development for facility moves, minor infrastructure upgrades, and long-term capital planning to enhance operational efficiency and sustainability. Collaborate with the BASC Space Planning team to analyze, develop, and implement space allocation strategies that optimize facility utilization and align with UCOP operational goals. Provides on-the-ground support for facilities projects and support off-hours events as needed. Maintain and oversee building-related plans, procedures, and regulatory compliance programs, including access control, security, emergency preparedness, hazardous materials management, and fire/life safety. Conduct facility safety audits and ensure compliance with applicable health, safety, building, and municipal regulations. Coordinate and track required state and jurisdictional inspections, including elevators and fire/life safety systems, ensuring timely documentation, corrective actions, and ongoing compliance. 25% Preventive & Routine Maintenance - Performs and oversees preventive maintenance for building systems, including HVAC, electrical, plumbing, and fire/life safety equipment. Develop and maintain preventive maintenance plans within the CMMS system. Conducts regular inspections and repairs to ensure efficient building operations. Works closely with vendors, contractors, utility providers to schedule maintenance and repair work, ensuring minimal disruption. 15% Space & Facility Coordination - Serve as the primary or backup coordinator for conference room and hoteling space scheduling, ensuring optimal utilization of shared workspaces at UCSPC. Coordinates with stakeholders space planning, security access, and custodial services. 5% Emergency & Incident Response - Acts as the first responder for facility-related emergencies, ensuring rapid issue resolution. Coordinates emergency repairs during and after work hours. Support and coordinates after-hours emergency repairs and communicates urgent building issues to leadership. Ensures compliance with fire safety, security, and emergency preparedness protocols. As the building point of contact, leads building safety inspections and ensures compliance with fire codes, ADA regulations, and UCOP emergency preparedness protocols, including risk assessment, coordination of evacuation procedures, and conducting regular safety drills. 15% Vendor & Contract Management - Develops and manages vendor contracts for maintenance, custodial, utility, and other facility-related services. Coordinate and oversee the processing of purchase orders, invoices, and contracts in collaboration with the Business Resource Center, ensuring accuracy, compliance with procurement policies, and timely vendor payments. Maintain and track budgetary and contract documentation, including vendor records, awarded amounts, expenditures, contract terms, and expiration dates to ensure effective financial oversight and compliance. Tracks work orders and metrics and ensures vendors deliver services per contract terms. 10% Provide operational support to Oakland and Livermore facilities, as needed, and perform other duties assigned by leadership

Strong interpersonal skills including good service orientation and effective problem solving. Thorough and effective skills to multi-task and prioritize daily activities effectively. Working knowledge of fire/life safety systems, evacuation procedures, emergency coordination, and jurisdictional compliance requirements applicable to multi-tenant commercial facilities. Strong verbal and written communication skills with the ability to effectively coordinate with building occupants, vendors, contractors, leadership, and external agencies in a fast-paced operational environment. Working knowledge of facility maintenance operations, including preventive maintenance programs, work order management, building systems troubleshooting, and coordination of repair and maintenance activities
Preferred Qualifications
Thorough knowledge in the areas of building space planning, codes, capacity, security, fire organization and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences. Working knowledge of building sub-systems, including mechanical, electrical, and plumbing (MEP) systems. Ability to assess, triage, and address facility maintenance tasks and challenges efficiently. Knowledge of architectural or engineering concepts. Knowledge of building security operations, workplace safety practices, incident response procedures, and coordination with internal stakeholders and public safety agencies to maintain a safe and secure environment.
