The State Highway Administration (SHA) Office of Homeland Security and Occupational Safety is seeking to fill an executive service position for a Division Chief, Homeland Security (Program Manager III) in Anne Arundel County. This position is open to anyone who meets the preferred qualifications below.

Nature of Work: This position serves as the Homeland Security Division Chief in the Office of Homeland Security and Occupational Safety (OHSOS), overseeing and coordinating all aspects of emergency management and homeland security within SHA. Key responsibilities include managing SHA's homeland security grant program, organizing and delivering certification training, and preparing comprehensive emergency operations plans and related documentation. The Division Chief leads and supervises personnel in the Homeland Security Division, acts as a liaison to the State Emergency Operations Center (SEOC) during emergencies, and coordinates with Maryland's Coordinated Analysis Center (MCAC). Additionally, this position directs SHA's participation in homeland security and emergency management exercises and drills, represents SHA on various councils, and orchestrates resource assistance to other agencies during emergencies. The Division Chief also serves as SHA's representative at federal, state, and regional committees for Homeland Security and Emergency Management, prepares and disseminates weather-related forecast discussions, and reviews relevant policies and procedures.

The Division Chief manages the development of SHA's Continuity of Operations Plan and leads the SHA Statewide COOP Team, overseeing the compilation of documentation required for federal regulations. This role coordinates SHA's homeland security and emergency responses with local, state, and federal agencies and manages the Capital Fund 75 Emergency Fund. The Division Chief also supervises contract management for outsourced security guard services at the headquarters and Hanover Complex and serves as the Office of Homeland Security and Occupational Safety's Fleet Manager. Additionally, this position oversees OHSOS's IT operations, including access card reader approvals, facility Closed-Circuit Television (CCTV) operations and repairs, and the monitoring and authorized review of stored video. The Division Chief is responsible for ongoing facility security assessments at all SHA statewide facilities.

Qualifications

Preferred Qualifications: Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in security management, law enforcement, or emergency management.

Selective Qualification: Three (3) years of experience involving homeland security or similar high-level security advisor role with strategic and planning perspective National Incident Management System training in Incident Command Center levels 100, 200, 700, & 800.


Licenses & Certifications

Candidates must possess a motor vehicle operator's license valid in the state of Maryland. All applicants must list their license number and expiration date on the application.

Special Requirements:

This is an essential personnel position, and employees must be available 24 hours a day, 7 days a week to report to work during declared emergencies and adverse weather conditions, and to work outdoors in all weather, including extreme heat, cold, rain, and snow. This position is Safety Sensitive.
