Position summary

The Software Development Lead (.NET) shall serve as the lead developer and technical authority responsible for overseeing the design, development, maintenance, and modernization of a portfolio of electronic Health Record (eHR), clinical, and/or pre-clinical software applications. In this capacity, the Lead shall manage and provide technical direction to a team of approximately five developers, conducting code reviews, establishing development standards, and ensuring adherence to software engineering best practices across all assigned applications. The Lead shall be responsible for sustaining and maintaining the customer's portfolio of custom-developed software applications, ensuring continued operational stability, performance optimization, and compliance while simultaneously supporting the agency's broader modernization objectives.

What will you do in this role?

A critical component of this role will include actively assisting with the planning, coordination, and technical execution of migrating specific legacy systems and custom solutions to shared service platforms, requiring close collaboration with enterprise teams, stakeholders, and the government task lead to ensure a seamless transition with minimal disruption to ongoing research and clinical operations.

The Lead shall collaborate closely with the Program Manager, government task lead, and subject matter experts to align technical delivery with mission-critical research and clinical objectives, while maintaining system stability and continuity of operations across all supported platforms.

As the lead technical solution architect you will be one of the senior-most members of the team providing recommendations and solution architect designing and maintaining the overall system architecture; evaluating and recommending new technologies, frameworks, and platforms for adoption; establishing and enforcing coding standards, development best practices, and documentation requirements; and ensuring all solutions are scalable, maintainable, and compatible with current and emerging infrastructure.

What do you need to succeed in this role?

• The candidate shall possess a thorough understanding of the unique regulatory, compliance, and data integrity requirements inherent to biomedical, bioinformatics, and clinical software environments, including familiarity with applicable standards such as HL7, FHIR, CDISC, and 21 CFR Part 11 where applicable.
• The ideal candidate shall possess a minimum of seven +7 years of hands-on experience developing and maintaining complex, enterprise-grade applications using .NET technologies, including .NET Core, ASP.NET, C#, and the broader Microsoft development ecosystem, with demonstrated experience in biomedical, bioinformatics, or clinical software domains strongly required.
• Proficiency with relational database platforms such as SQL Server or Oracle, as well as experience designing and consuming RESTful APIs and integrating with third-party clinical or laboratory data systems, is essential. Familiarity with electronic health record systems, pre-clinical data management platforms.
• Experience with laboratory information management systems (LIMS) is highly desirable, and prior experience with enterprise systems, including CRIS or other shared service platforms, will be given strong preference.
• Experience supporting data migration efforts, including requirements analysis, data mapping, validation, and cutover planning in complex clinical or research environments, is strongly desired to support the agency's transition objectives.
• Experience with cloud-based deployments on Microsoft Azure or AWS, containerization using Docker and Kubernetes, and CI/CD pipeline management via Azure DevOps or GitHub Actions is strongly preferred.
• The candidate shall also demonstrate experience working within Agile or Scrum development frameworks, and knowledge of federal health IT security standards, including FISMA, HIPAA, and NIST 800-53 compliance requirements, is expected.
• Certification(s) - Relevant Microsoft certifications .NET.

Minimum Qualifications

• 7+ years of relevant experience as a .NET solutions architect / developer leading small group of developers architecting and lead technical authority for health management systems, business operation systems, and asset tracking systems.
• Experience with PowerApps, Power Automate, Power BI solutions, .NET frameworks, Microsoft SQL Server, Microsoft visual studio and report designer, Android studio, Studio PHP,
• Health Level Seven International (HL7) - this is a standard for working with electronic Health Records

Preferred Certifications/Experience:

• Experience with informatics and mHealth systems.
• Experience or knowledge of govt agency systems.
• Possess active certification in SharePoint Online. Candidates holding a Microsoft certifications such as the Microsoft Certified: Power Platform Developer Associate or Microsoft 365 Certified: Developer Associate will be given strong preference.

In compliance with this state's pay transparency laws, the midpoint of the salary range for this role is $165,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
