Credence has an immediate need for a Special Projects Officer / Strategic Advisor in support of the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program at Aberdeen Proving Ground (APG), Maryland. The PM PNT provides administrative, business management, programmatic contracting, information technology (IT), program management, engineering, logistics, test and evaluation (T&E), training, operations, security, technology protection, foreign military sales, and acquisition and strategic planning services to the Army director PNT systems.

The Special Projects Officer / Strategic Advisor serves as a direct advisor to the Project Manager (PM) for PM PNT, providing high-level strategic guidance, cross-functional integration, and executive-level decision support. This position operates at the nexus of acquisition, operations, and technology integration, ensuring unity of effort across and alignment with Department of the Army, Department of War, and Joint Force priorities.

The incumbent is entrusted to lead and synchronize special projects, resolve complex organizational challenges, and drive initiatives that enhance the delivery of Assured Positioning, Navigation, and Timing (APNT) and Navigation Warfare (NAVWAR) capabilities to the Warfighter.

Responsibilities include, but are not limited to the duties listed below:

  • Serve as a principal advisor to the PM on strategic priorities.
  • Provide independent, analytically rigorous recommendations to inform executive decision-making.
  • Represent the organization in high-level engagements, forums, and cross-CPE/PAE/DoW working groups as required.
  • Ensure alignment of programs and initiatives with Army and DoW priorities and strategies.
  • Lead and execute high-priority, time-sensitive special projects on behalf of the PM, often with enterprise-level visibility.
  • Develop project plans, milestones, and performance metrics; ensure timely execution and delivery of outcomes.
  • Conduct rapid problem-solving for complex acquisition, operational, or organizational challenges.
  • Support development and refinement of PM PNT strategic plans and transformation initiatives.
  • Translate senior leader intent into executable plans with clearly defined objectives, tasks, and measures of effectiveness.
  • Conduct strategic assessments and net evaluations to inform future capability investments and organizational posture.
  • Develop high-quality executive products, including decision briefs, information papers, white papers, and senior leader talking points.
  • Synthesize complex technical, operational, and acquisition data into clear, actionable insights.
  • Prepare the PM for engagements with senior Army leaders, DoW officials, industry partners, and congressional stakeholders.
  • Serve as a key integrator across Army, Joint, interagency, and industry partners.
  • Facilitate collaboration between PM PNT and organizations such as cross-CPE elements, Combatant Commands, and the Intelligence Community.
  • Support development of partnerships that advance APNT and NAVWAR capabilities.
  • Identify opportunities to improve organizational structure, processes, and governance.
  • Identify strategic and programmatic risks; develop mitigation strategies for PM decision.
  • Track and resolve high-visibility issues that impact cost, schedule, and performance across the portfolio.
  • Provide early warning and courses of action to address emerging challenges.

Education, Requirements, and Qualifications:

  • Must have an active or current Secret security clearance verifiable in the Defense Information System for Security (DISS)
  • A master's degree in a relevant discipline is required, accompanied by a minimum of ten (10) years of experience in the applicable technical or professional field, with at least five (5) years specifically within the Department of the Army, Department of Defense/Department of War sector.
  • OR a bachelor's degree in a related discipline along with at least twelve (12) years of relevant technical or professional experience, including a minimum of five (5) years in a Department of the Army, Department of Defense/Department of War sector.

Preferred: Previous experience as an Army O-4/O-5 or equivalent. Must meet PAE (Program Acquisition Executive) and CPE (Combat Program Executive) organizational standards for senior advisors.

Skills: Exceptional technical writing, oral communication, and strategic planning abilities.
