About the Role

The Project Control Analyst (PCA), Senior Principal (Career Level 5) is a key member of the contracts team. This role supports a subsidiary of a large contractor support services company, working closely with Government customers, Prime contractors, Contracts Manager(s) (CM), Program Managers (PM), Sector leads and other relevant Operations personnel to ensure effective contract and project financial management and performance of projects. This is a senior individual contributor role with no direct reports, focused on deep subjectmatter expertise and crossfunctional collaboration rather than personnel management.

    Serve as a senior individual contributor and subjectmatter expert partnering with Contracts, Operations, and Program Management teams, providing actionable financial and contractual insights across the program lifecycle.
  • Lead the financial component of internal and external project reviews, ensuring data integrity and transparency in all reporting.
  • Monitor subcontractor and teaming partner performance, ensuring alignment with contractual and financial expectations.
  • Track and report on contract ceiling utilization, providing updates and recommendations throughout the life of each agreement.
  • Evaluate and validate annual escalation recommendations, ensuring alignment with business and financial objectives.

Financial Planning and Tracking

  • Provide expert guidance on establishing and maintaining compliant financial structures within Deltek Costpoint for all projects and programs.
  • Develop comprehensive estimates, pricing models, and Requests for Quotes (RFQs) to support strategic business initiatives.
  • Monitor project financial performance, evaluate actuals versus forecasts, and collaborate with senior program and finance leadership to address variances and optimize performance.
  • Track and manage project obligations, including subcontractor agreements, travel, and material commitments, ensuring fiscal accountability.
  • Lead Estimate at Completion (EAC) analyses and variance reviews, providing actionable insights to improve financial predictability and profitability.
  • Participate in forecasting and projection activities across portfolios, ensuring alignment with organizational financial goals and funding profiles.
  • Manage project burn rates and funding utilization, providing forward-looking analysis and early risk identification.
  • Review and authorize project at-risk forms to support timely decision-making and risk mitigation.
  • Oversee financial aspects of contract de-obligations and closeouts, ensuring compliance with all regulatory and client requirements.
  • Monitor funding, burn rates, and ceilings and drive timely Limitation of Funds / Limitation of Government's Obligation notices and other required communications, in coordination with Contracts and Program Managers.

Contract and Funding Management

  • Partner with Contracts and Program Managers to monitor funding levels, manage burn rates, and project funding needs.
  • Review and contribute to the preparation of contract modifications, ensuring alignment with financial goals and obligations.
  • Identify and escalate potential funding shortfalls, coordinating corrective actions with senior leadership.
  • Review contract and subcontract terms to ensure compliance with financial and reporting requirements.

Reporting and Analysis

  • Perform advanced analysis of project financial reports, identifying trends, risks, and opportunities to drive informed decision-making.
  • Conduct monthly and quarterly reviews of unbilled revenue, ensuring issues are addressed proactively.
  • Review and assess revenue, cost performance, and overall project profitability; develop recommendations to enhance financial outcomes.
  • Prepare and present project financial reports and insights to senior leadership and key stakeholders.
  • Ensure compliance with corporate and contractual deadlines for financial reporting and month-end close processes.

Time and Expense Management

  • Oversee project timekeeping and expense reporting processes to ensure accuracy, compliance, and timely correction of discrepancies.
  • Lead initiatives to streamline and strengthen time and expense governance across programs.
  • Collaborate with Accounting to ensure accurate coding and timely processing of subcontractor and vendor payments.

Billing and Invoice Management

  • Support accurate, transparent, and compliant billing and invoicing processes by coordinating with Billing and Accounting teams and providing contract and funding guidance.
  • Partner with Billing and Accounting teams to resolve complex billing matters and improve cycle efficiency.
  • Monitor billing and collection activities to maintain healthy project cash flow and address delinquencies proactively.
  • Collaborate on accruals and ensure proper revenue recognition in accordance with company policy and GAAP standards.

Mentorship

  • Serve as a resource to internal teams by providing guidance and training on Costpoint processes and best practices.
  • Provide occasional guidance and support to teammates on contracts and project control practices, contributing to a collaborative and high-performing team environment.
  • Assist with the development and implementation of training and knowledge-sharing efforts to keep the team informed on contracting best practices.
  • Identify opportunities for process improvements and contribute to the development of standardized project control practices.
  • Participate in the development and implementation of PCA procedures, policies, and process improvement initiatives.
  • Collaborate with Program Managers, Sector Vice Presidents, and Project Control Analysts on contract execution and compliance.
  • Support timely and accurate billing to the government for prime contracts and to prime contractors for subcontracts, coordinating with finance and project teams to ensure compliance with contract requirements.
  • Provide guidance on contract pricing, cost allocation, and other financial aspects of government contracting.
  • Maintain effective working relationships with key stakeholders, including Navy program offices, internal project teams, and subcontractors.


Qualifications

Education and Experience Requirements:

  • Master's degree of Business Administration required.
  • 20+ years of experience in federal government contracting with significant exposure to project controls, program finance, or financial analysis.

Other Qualifications:

  • Strong proficiency with Deltek Costpoint required, including demonstrated experience with project setup, funding modifications, and invoicing within a government contracting environment, and close collaboration with billing and project control teams on invoicing. Comfortable performing handson entry and review in Costpoint while partnering with dedicated project controls or accounting staff for complex configurations..
  • Strong financial acumen, including experience supporting budgeting, cost tracking, invoicing, and project financial management.
  • Experience supporting Department of Defense (DoD) contracts.
  • Working knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) and their application to contract administration.
  • Proven expertise in various contract vehicles (GSA schedule, IDIQs/BPAs, OTAs, etc.) and contract types (FFP, T&M, CPFF, etc.)
  • Experience managing a contract portfolio totaling millions in annual revenue.
  • Ability to work effectively in a fast-paced environment with competing priorities and tight deadlines.
  • Ability to work independently while collaborating effectively within cross-functional teams.
  • Demonstrated ability to collaborate and share knowledge effectively with team members, including willingness to train others on tools, processes, and best practices.
  • Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
  • Salary Range: $145,000- $155,000 (The offered rate will be based on the selected candidate's knowledge, skills, abilities, and/or experience and in consideration of internal parity.)
