Play an integral role in delivering one of North America's most significant pipeline developments. As Early Works Construction Manager - Pipeline, you lead the planning and execution of critical early phase construction activities that establish the foundation for full-scale pipeline delivery. This role is based in a remote location in Alaska and requires proven cold weather and Arctic execution experience.

You step into a high-visibility leadership position where disciplined execution, environmental stewardship, and logistical precision are essential. You work at the intersection of engineering, procurement, construction, stakeholder management, and field operations to ensure the project starts correctly and scales efficiently.

You will be responsible for leading all early works construction activities for a major pipeline project in Alaska. This includes site preparation, access roads, temporary facilities, camp infrastructure, early civil works, logistics coordination, and winterization planning and execution. You establish field readiness, ensure compliance with regulatory and environmental requirements, and build the execution framework that enables safe and efficient mainline construction.

You provide visible leadership in safety, quality, and productivity. You coordinate closely with engineering, environmental, permitting, procurement, and Indigenous/community relations teams. You ensure that work is delivered safely, on schedule, within budget, and aligned with project objectives in one of the most logistically challenging environments in North America.

Purpose of the role

The purpose of this role is to lead and de-risk the early phase construction program for a large-diameter pipeline project operating in Arctic conditions. The Early Works Construction Manager establishes construction systems, site controls, winter execution strategies, and contractor performance standards that define the success of subsequent pipeline spreads.

You translate project strategy into executable field plans. You ensure that remote logistics, cold weather constraints, environmental compliance, and workforce accommodations are fully integrated into execution planning. Ultimately, you create the physical and operational platform upon which the mainline pipeline construction proceeds.

Core Responsibilities

  • Lead all early works construction activities including clearing, grading, access roads, pads, camps, temporary facilities, laydown yards, and associated civil infrastructure.
  • Develop and implement cold weather and Arctic construction execution strategies, including winter work planning, permafrost protection, frost management, and equipment winterization.
  • Oversee contractor mobilization, performance management, and productivity optimization in a remote and logistically constrained environment.
  • Establish field construction procedures, reporting systems, cost controls, and schedule tracking aligned with overall project objectives.
  • Partner with engineering teams to ensure constructability, sequencing, and material readiness align with field execution requirements.
  • Coordinate with logistics teams to manage transportation, staging, storage, and supply chain continuity across remote Alaskan operations.
  • Ensure compliance with environmental permits, land access agreements, regulatory commitments, and Indigenous engagement requirements.
  • Champion a safety-first culture by embedding rigorous HSE standards across all field operations.
  • Manage budgets, forecast costs, and proactively mitigate schedule and commercial risk.
  • Lead and mentor field supervisors and construction teams, fostering accountability, collaboration, and high performance.
  • Build strong working relationships with project leadership, contractors, regulatory stakeholders, and operational support teams to ensure alignment across all phases of execution.
  • Support the development of workforce readiness plans, site mobilization strategies, and camp operations to enable sustainable field execution in remote Arctic conditions.

What you'll bring to the role

What you'll bring to the role is a combination of technical depth, Arctic execution experience, leadership maturity, and the ability to perform effectively in a high-profile remote construction environment.

  • Extensive experience managing large-scale pipeline construction projects, including early works, spread development, or pre-mainline execution activities.
  • Demonstrated cold weather and Arctic construction experience, including execution in sub-zero environments and remote logistics conditions.
  • Strong working knowledge of permafrost management, winter construction methodologies, and environmental protection measures specific to northern climates.
  • Proven ability to lead multi-contractor field operations with strong cost, schedule, productivity, and risk management capability.
  • Deep understanding of pipeline construction sequencing, heavy civil works, and remote camp infrastructure development.
  • Experience operating within stringent regulatory, environmental, and land access compliance frameworks.
  • Advanced problem-solving capability within high-risk, logistically complex construction environments.
  • Strong communication and stakeholder management skills, with the ability to align cross-functional teams around execution priorities.
  • Financial acumen including budget management, forecasting, contractor oversight, and commercial awareness.
  • A collaborative leadership style grounded in accountability, safety, operational excellence, and team development.
  • The ability to make sound operational decisions under pressure while maintaining a strong focus on workforce safety and project delivery outcomes.

A degree in Engineering, Construction Management, or a related discipline is preferred. Equivalent field leadership experience in Arctic pipeline construction environments is essential.

This is a remote field position operating on a rotational schedule.
