The MAA is currently accepting applications for the position of Airport Contract Administrator II within the Office of Facility Maintenance within the BWI Operations and Maintenance Division at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport). The MAA is currently accepting applications for the position of Administrative Support Coordinator (Airport Contract Administrator II) within the Office of Facilities Maintenance within the Division of BWI Operations and Maintenance at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport). This position is responsible for assisting the Manager of Building and Electrical Maintenance (BEX) in coordinating and overseeing the contractual services and providing budget and administrative support for BEX for the 24/7/365 operations of Baltimore/Washington International Thurgood Marshall Airport (BWI Thurgood Marshall). Responsibilities include, but are not limited to the following:
- Overseeing the administration and management of maintenance procurement contracts to ensure contractual, regulatory, and general compliance with established directives, policies, procedures, and regulations.
- Overseeing all purchasing and small procurement activity for the Building and Electrical Maintenance Sections to include submitting purchasing requests for Category I Small Procurements of up to $5,000.00 as defined by COMAR for credit card purchases (CPC).
- Coordinating the purchasing process for small procurement contracts (Category II and III Procurements as defined by COMAR), to include developing detailed and thorough scope of work, sole source justifications, and updated contract language to accommodate current legislative changes, industry best practices, and changing needs of the Administration/Airport.
- Responsible for the BEX fiscal year Budget oversight to include developing and maintaining cost projections, developing DA-2's, tracking expenditures, and approving invoices.
- Ensuring all procurement requests are approved, have sufficient budget and are coded with the proper PCA and object code.
- Assisting with inventory management, to include coordinating inventory purchasing with the Warehouse Manager in OPAMM, tracking purchases of supplies and materials, and reconciling individual shop storerooms in MAXIMO.
- Providing additional Administrative Support as needed and requested.
This position is located at BWI Marshall Airport in Anne Arundel County, MD. This position is an emergency essential position. All employees designated as emergency essential are required to be available to work during weather, operational, and/or disaster emergency conditions. Furthermore, this position requires work in a 24- hour facility, and you must be available to work any shift as required by the operational needs of the MAA.

Qualifications

Minimum Qualification: Seven years of professional experience in contract administration and management or procurement involving duties such as soliciting, evaluating, negotiating, awarding, and administering contracts and ensuring compliance with governmental contract and procurement laws, regulations, and procedures.
OR
A Bachelor's degree from an accredited college or university and three years of professional experience in contract administration and management or procurement involving duties such as: soliciting, evaluating, negotiating, awarding, and administering contracts and ensuring compliance with governmental contract and procurement laws, regulations, and procedures.
Notes:
1. Candidates may substitute professional contract administration and management, or procurement experience on a year-for-year basis for the required education.
2. Candidates may substitute certification as a Certified Professional Contracts Manager from the National Contract Management Association for the required education.
3. Candidates may substitute additional graduate-level education at an accredited college or university, at the rate of thirty credit hours for each year for up to one year of the required experience.
4. Candidates may substitute equivalent U.S Armed Forced military service experience for civilian experience cited above.

Licenses & Certifications

Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
Employees must obtain a BWI Airfield Operator's Permit in accordance with Code of Maryland Regulation 11.03.01.04, Control of Vehicular Traffic on the Airfield Operations Area (AOA), prior to permanent appointment. Employees must maintain the BWI Airfield Operator's Permit as a condition of employment.

1. Employees in this classification, whose duties require the operation of a vehicle on runways or taxiways, are required to successfully complete training including annual renewal in the operation of a vehicle in the Movement Area of the BWI Airport.
2. Employees in this classification shall obtain and maintain the appropriate Airport Security Identification badge in accordance with the Office of Airport Security policies and procedures.
3. Employees in this classification shall obtain and maintain the appropriate U.S. Customs clearance in accordance with the applicable U.S. Customs policies and procedures.
4. Employees in this classification are considered "Essential Employees" and will be required to adhere to all policies and procedures relating to "Essential Employee" status.
5. Employees in this classification are subject to substance abuse testing in accordance with the Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.
6. Candidates will be subject to pre-employment testing in accordance with the Transportation Code of Maryland Regulation 11.02.11, Testing for Illegal Use of Drugs.
7. Employees in this safety-sensitive classification may be subject to random and/or post-accident drug/alcohol testing in accordance with State regulations on testing for illegal use of drugs and/or prohibited use of alcohol.
