Planner/Scheduler Analyst 5

The Planner/Scheduler provides expert planning and scheduling support to enable successful project execution from conceptual planning through engineering and construction. This role ensures that all planning and scheduling activities comply with DOE EM FAR-based EVMS requirements and supports Project Management and Project Controls staff by maintaining high-quality, auditable, and compliant baseline and forecast schedule data in Primavera P6.

Major Duties & Responsibilities:

Include, but are not limited to:

  • Develops, maintains, and updates resource-loaded project schedules, including activities, major milestones, critical approvals, long-lead procurement items, and other project deliverables.
  • Creates logical schedule networks with realistic activity durations based on engineering, procurement, and construction principles.
  • Utilizes detailed schedules to prepare accurate summary-level schedules for management and client reporting.
  • Ensures the Integrated Master Schedule (IMS), including baseline and forecast, meets all EVMS requirements.
  • Reviews schedule variances and identifies emerging risks, constraints, productivity impacts, and mitigation strategies.
  • Facilitates a weekly review of the baseline schedule to identify schedule delays and identify corrective actions as appropriate.
  • Facilitates timely and compliant baseline change control in accordance with EVMS and configuration management standards.
  • Analyzes manpower availability, resource loading, commodity curves, trends, schedule performance, and forecast data.
  • Reviews schedule variances and identifies emerging risks, constraints, productivity impacts, and mitigation strategies.
  • Evaluates the impacts of design changes, regulatory changes, and schedule slippages on project execution.
  • Communicates schedule impacts clearly and timely to company management and clients.
  • Applies EPC (engineering, procurement, and construction) expertise to develop and maintain critical path logic networks.
  • Accesses, analyzes, and maintains historical schedule and cost data to support accurate forecasting and planning.
  • Provides guidance, direction, and specialized support to resolve complex project controls, scheduling, and baseline issues.
  • Interfaces with clients and participates in regular status meetings, reviews, and planning sessions.
  • Responds to requests for information and provides technical planning and scheduling insights.
  • Supports Primavera P6 administration, including data validation, structure maintenance, and schedule quality checks.
  • Assists with pre-planning activities, Option Period initiatives, and development of the five-year rolling schedule, and maintains the N3B Level 03 summary schedule.
  • Performs monthly schedule data integrity reviews to ensure traceability and EVMS compliance.
  • Uses Primavera P6 at an expert level to develop baselines and forecasts, perform critical path and driving-path analysis, and support IMS milestone tracking.
  • Utilizes Deltek Cobra for cost and schedule integration and supports EVMS reporting, variance analysis reports, governance reviews, schedule log corrections, and DOE EM EVMS certification or closeout activities.
  • Develops and maintains lower-level schedule and cost data from multiple business systems and prepares baseline change proposals in support of configuration control processes.
  • Maintains project schedules, performs cost and variance analysis, and updates ETC/EACs in alignment with the business rhythm calendar.
  • Applies expert-level Excel skills, including pivot tables, lookups, formulas, and data modeling, and supports Costpoint-related accruals and cost corrections.
  • Supports Baseline Configuration Management activities and participates in meetings, calls, and special project assignments as required.

Education & Experience:

A Bachelor's degree in a closely related field or a closely related field with at least twelve (12) years of related experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

Preferred Qualifications:

  • Experience working within the Department of Energy community or other government setting

Knowledge, Skill, & Ability:

  • Expert knowledge of Project Controls, Scheduling, Project Management processes, EVMS principles, and DOE/DOD compliance requirements.
  • Expert-level skill with Primavera P6 (including PG/Database functions), EVMS reporting, Deltek Cobra or comparable cost processing systems, and integration with GL systems such as Costpoint/Cognos.
  • Ability to develop and manage DOE-compliant baselines, support EVMS certification, perform cost/schedule analyses, and communicate results to PMs and CAMs.
  • Knowledge of project cost accounting, financial controls, budgeting, and cost development using estimating software.
  • Advanced Microsoft Excel skills (formulas, pivot tables, data modeling).
  • Ability to utilize estimating software to develop/review cost estimates and support forecasting.
  • Extensive experience with P6 for scheduling, forecasting, and project planning activities.
  • Ability to evaluate options, analyze complex data, identify issues, and develop innovative, practical solutions.
  • Skill at performing high-level technical tasks independently while maintaining accuracy and cost control.
  • Ability to clearly and concisely communicate ideas verbally and in writing to diverse audiences.
  • Ability to lead and mentor cross-functional teams on EVMS, estimating, and project control topics.
  • Strong customer interface and stakeholder engagement skills.
  • Ability to independently organize work, set priorities, and meet project objectives.
  • Capability to define project scope, objectives, methods, and implement process improvements.
  • Understanding of environmental remediation regulations and DOE/DOD project policies.
  • Ability to support DOE/DOD EVMS and estimating procedures, as preferred.

Serves as prime consultant and external spokesperson for the organization on highly significant matters relating to policies, programs, capabilities, and long- range goals and objectives.
