Responsibilities

The Resilient Missile Warning/Missile Tracking (Resilient MWT) Medium Earth Orbit (MEO) program provides a capability-based, phased delivery approach to meet the operationalobjectivesystem that fully satisfies the Missile Warning (MW) and Missile Defense (MD) Overhead Persistent Infrared (OPIR) Capability.Development Document (CDD).

The Business Manager (BM) for the Ground Management & Integration (GMI) program supports the overall leadership, execution, and successful delivery of the MEO MW/MT ground network. The BM provides daytoday oversight to ensure the program is executed in alignment with contractual scope, schedule, cost, quality, and performance objectives. This role serves as a key liaison between Government stakeholders and internal delivery teams, driving transparent communication, effective risk management, and integrated execution across functions. In addition to execution responsibilities, the BM contributes to program growth by supporting business development activities through executiondriven insights, drafting and executing ECPs as needed, and participating in recompete efforts. Leveraging deep operational knowledge and customer engagement, the BM helps identify improvement opportunities and strengthens longterm customer relationships. This role is critical to maintaining delivery excellence while positioning the program for sustained performance and strategic growth.

Responsibilities:

    Lead daytoday business management activities for the GMI program, ensuring alignment with contractual scope, schedule, cost, and performance objectives.

  • Drive integrated execution across engineering, operations, finance, and program leadership teams.

  • Serve as a primary liaison between Government stakeholders and internal delivery teams, ensuring transparent communication and timely issue resolution.

  • Oversee program performance metrics, financial health, and risk/opportunity management activities.

  • Support development, drafting, and execution of ECPs and other contractual modifications.

  • Contribute to business development and recompete strategies through executiondriven insights and customer engagement.

  • Identify and implement process improvements that enhance delivery quality, efficiency, and customer satisfaction.

  • Prepare and deliver executivelevel briefings, status updates, and decisionsupport materials.

  • Foster strong customer relationships and ensure alignment between program execution and longterm strategic objectives.

  • Maintain compliance with internal governance, reporting requirements, and quality standards.

Qualifications

Basic Qualifications

  • Active TS/SCI clearance

  • Bachelor's degree and at least 10 years of relevant professional experience, including supervisory or leadership responsibilities.

  • 10+ years of progressive experience managing or supporting largescale IT programs in roles such as Program Manager, Deputy Program Manager, Project Manager, or PMO leadership.

  • Demonstrated experience supporting government programs, preferably within civilian agencies.

  • Proven ability to think strategically and operate independently in complex, highvisibility environments.

  • Experience overseeing SLA management, schedule coordination, and resource planning for enterprise infrastructure or managed services programs.

  • Expertise in governance, risk, and performance management aligned with federal IT policies and standards.

  • Exceptional written and verbal communication skills, including experience engaging with Clevel executives and senior federal leadership.

  • Ability to support meetings at the customer site as required.

Desired Qualifications

  • Prior experience with Resilient MW/MT OPIR missions.

  • Experience operating within a Program Management Office (PMO), including governance, reporting, metrics, and performance management.

  • Proficiency with Microsoft tools, including MS Project, for managing schedules and financial deliverables.

  • Experience with Atlassian tools such as Jira and Confluence.

  • Security+ certification preferred.

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
