Position Overview

The Lead Cybersecurity Specialist and Training Analyst provides technical leadership in the design, management, and deployment of cybersecurity data visualization, analytics, and training systems. This role supports the Chief Information Security Officer (CISO) by delivering enterprise-level data-driven capabilities aligned with OCIO strategic goals, IT mission priorities, Information Security Continuous Monitoring (ISCM), cybersecurity awareness initiatives, and risk management activities.

This position blends advanced cybersecurity analytics, data engineering, visualization, and workforce training to enhance organizational cyber resilience and decision-making across technical and executive stakeholders.

Key Responsibilities

  • Provide technical leadership in the design, management, and deployment of cybersecurity data systems, analytics platforms, reports, and dynamic dashboards.
  • Design, develop, and maintain cybersecurity reporting, visualization, and communications materials, including executive-level dashboards and briefings.
  • Collaborate with internal and external user groups to:

    • Assess operational, reporting, and training needs
    • Resolve system and data-related issues
    • Recommend enhancements to data systems, workflows, and reporting capabilities


  • Develop and deliver comprehensive cybersecurity training programs, including training plans, curricula, course materials, and both online and classroom instruction.
  • Support cybersecurity awareness initiatives and training communications across technical and non-technical audiences.
  • Maintain a continuous process improvement mindset, streamlining operations and improving service delivery in a fast-paced environment.
  • Perform administrative and planning activities, including development of functional and support plans, preparation and management of correspondence, and documentation control.
  • Communicate complex cybersecurity, data, and analytical concepts clearly and effectively through written, verbal, and visual formats.
  • Design, develop, and execute system test plans, test components, and test scripts to validate data accuracy and system performance.
  • Perform detailed quality control and validation checks on large, complex, and diverse cybersecurity and program data sets.
  • Serve in a collaborative research and analytics role by supporting research design, data collection, interpretation, and presentation, working closely with stakeholders to define reporting requirements and deliver actionable insights.
  • Exercise sound judgment in situations where policies or procedures may be ambiguous or evolving.



Required Qualifications

  • U.S. Citizenship with ability to obtain a federal clearance (active clearance preferred)
  • Minimum 5 years of experience in cybersecurity analytics, data analysis, or related technical leadership roles
  • Comprehensive understanding of Systems Analysis, Business Analysis, and Business Intelligence principles and practices
  • Demonstrated ability to design, manage, and deploy enterprise data systems, reports, and dashboards, and train users on their effective use
  • Experience developing and delivering training plans, course materials, and instructor-led or virtual training
  • Strong understanding of CSAM reporting and controls management, including Common, Hybrid, and System-Specific controls
  • Knowledge of FISMA 2014 reporting structures, ISCM concepts, and federal cybersecurity governance frameworks
  • Proficiency with business intelligence and data tools such as Power BI, Tableau, SQL, SQL Reporting Services, SharePoint, Hyperion, BI 360, and similar platforms
  • Ability to format, configure, and manage large and complex documents using Microsoft Office Suite and Adobe PDF tools
  • Strong research, analytical, and problem-solving skills with the ability to focus efforts on decision-making needs
  • Proven ability to function effectively in a dynamic, fast-paced environment
  • Excellent organizational, administrative planning, and stakeholder collaboration skills
