Job Description - Dir, Applications & Compliance for the Enterprise

Position Description

The Director of Applications & Compliance for the Enterprise provides strategic and operational leadership for the corporation's enterprise back-office applications portfolio, including Customer and Back-Office Systems, Enterprise Content Management, and the Compliance Project Management Office. Responsibilities include Customer Information and Billing and Metering Applications, and Web and Mobile Applications. In addition, it supports all back-office applications including Financial, Employee and Business Analytics. This role leads the modernization, integration, and ongoing management of all key business and customer technology systems to support operational excellence, regulatory compliance, and digital transformation.

The Director is accountable for helping to advance IT goals including migration to cloud-based platforms; driving data and AI-enabled innovation; optimizing IT cost and performance; and building a "future ready" IT team capable of supporting the evolving needs of a public utility.

This position partners closely with business and technology leaders to align the enterprise application portfolio with corporate strategy, ensure reliable and secure operations, and leverage emerging technologies to enhance business capabilities, resilience, and customer experience.

Key Responsibilities

Strategic Leadership

  • Establish and maintain application portfolio principles and goals that are aligned with the company's business goals and enterprise architecture definitions.
  • Define and execute the Application Portfolio Modernization Roadmap, including migration of legacy systems to cloud-based platforms (SaaS, PaaS, IaaS) aligned with enterprise architecture and cybersecurity standards.
  • Partner with business leaders to identify opportunities to leverage AI, automation, data analytics, and digital platforms to improve operational efficiency, regulatory processes, and customer experience.
  • Drive continuous modernization of core systems (CIS, Metering, Financials, HR, and Business Analytics) to ensure scalability, interoperability, and long-term sustainability.
  • Lead efforts to rationalize, consolidate, and optimize applications and licenses to improve agility and reduce cost.
  • Support the IT cost optimization strategy, including application rationalization, vendor management, and sourcing strategies to improve total cost of ownership and return on investment.
  • Support the CIO in developing and executing the Future Ready IT Strategy, including workforce upskilling, adoption of agile and DevSecOps practices, and fostering a culture of innovation and accountability.

Operational Management

  • Direct and oversee planning, implementation, and ongoing maintenance of all strategic IT Customer and Back-Office Systems, ensuring reliability, security, and performance.
  • Lead teams and vendors in the design, development, integration, and lifecycle management of applications across cloud and on-prem environments.

* Oversee and assist with the definition of business requirements (Business Process Mapping, cost/benefit analysis, etc.) and IT solutions and ensure they remain consistent with the long-term corporate Application Portfolio direction.

  • Ensure timely and effective system maintenance (patching, releases, cybersecurity updates, problem correction) and alignment with compliance and regulatory frameworks (SOX, CIP, PCI, HIPAA, etc.) including the use of effective change management and change leadership procedures to minimize the impact of system changes on the business.
  • Manage the Application Development Lifecycle and environment management processes to ensure high-quality delivery and operational readiness.
  • Follow the IT Governance process to ensure capital and operating investments are prioritized based on business value, risk, and alignment with corporate objectives.

Innovation and Emerging Technology

  • Evaluate, pilot, and implement emerging technologies-including generative AI, process automation, data and advanced analytics-to support business transformation and regulatory readiness.
  • Partner with data and analytics teams to integrate actionable insights into business operations and decision-making.
  • Champion innovation through collaboration, experimentation, and cross-functional partnerships.

People and Organizational Leadership

* Manage the ongoing relationship with business partners to achieve effective and mutually beneficial outcomes and manage client expectations (supply vs. demand) concerning service requests and project delivery commitments.

  • Build and develop a high-performing, future-ready IT team that is agile, skilled in modern technologies, and committed to customer and business outcomes.

* Direct and oversee Customer and Back-Office Systems, Compliance Project Management Office, Enterprise Content Management staff and outside consultants as needed.

  • Promote continuous learning, professional development, and leadership growth among staff to ensure readiness for evolving technology landscapes.
  • Foster a culture of inclusion, accountability, innovation, and operational excellence.

* Ensure that the Company's management principles, policies, and programs are consistently practiced and continually support the Affirmative Action Plan.

Management Responsibilities

  • Provide leadership in workforce planning, recruitment, coaching, performance management, and succession planning.
  • Ensure the consistent application of company policies, collective bargaining agreements, and compliance with all applicable employment and regulatory requirements.
  • Champion safety, integrity, and confidentiality in all operations and decision-making.
  • Serve on key committees (e.g., NERC Compliance, Cybersecurity, Customer Experience) to ensure coordination across business and IT initiatives.

* Assume fiduciary responsibility for operating the business and provide recommendations on IT governance and cost improvement measures.

* This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Knowledge, Skills & Abilities

(Equivalent combination of education and experience will be considered.)

* Bachelor's degree in Computer Science, Information Systems, or related discipline; MBA or master's preferred.

* 8-12 years of progressive IT leadership experience, including application development, modernization, and systems management.

* Proven experience leading cloud migrations (Azure, AWS, or Oracle Cloud) and managing hybrid environments.

* Strong understanding of AI/ML, automation, data analytics, and digital platforms in utility or regulated environments.

* Demonstrated experience with enterprise applications environments based on Oracle and SQL Server technologies. A broad applications experience base is preferred.

* Demonstrated success in application rationalization, IT cost optimization, and vendor management.

* Strong business acumen with the ability to translate technology investments into business outcomes.

* Excellent communication, collaboration, and leadership skills; able to inspire teams and build trusted partnerships across functions.

* Utility industry experience preferred.

* A demonstrated ability to communicate effectively at all levels, including public speaking and business writing.

* Previous experience with global outsourcing strategies and distributed software development is preferred.

Pay Rate: Salary determined based on candidates experience and qualifications.
