What Your Job Will Be Like

Are you a passionate leader with a background in Facilities, Project, and Construction Management looking for the next great opportunity? If so, we are seeking a dynamic and transformational Senior Manager to lead the first major capital acquisition at Sandia in two decades.

The work requires exceptional collaboration and partnership with the Power Sources technology group and external partners across the National Security Enterprise, with the National Nuclear Security Administration (NNSA), and with the Sandia Field Office (SFO). The successful candidate will be a strategic leader influencing the performance and direction of line-item acquisitions at Sandia.

On any given day, you may be called on to:

  • Interface regularly with senior executives building institutional confidence in capital construction delivery.
  • Lead the integrated organizational project management team to deliver for the PSC achieving cost, schedule, secure, and safe construction management and project delivery.
  • Monitoring performance and risk; develops, holds accountable, and empowers managers and allocate resources; collaborates, partners, and integrates with strategic partners and customers; handles and transcends the boundaries that separate groups; manages and leads through change; establishes transparency among teams and collaborative partners.
  • Influence NNSA to increase agility and streamline project delivery while still achieving governmental requirements and objectives.
  • Develop and nurture trust-based partnerships: Develop deep personal relationships and apply knowledge and experience to ensure project delivery delights our customers with value.
  • Achieve operational excellence: Ensure a culture of continuous improvement and excellence is established to establishing the baseline to enable improved performance for future capital acquisitions demonstrating cost-effective and continuously improving project delivery key performance indicators.
  • Partner within the center and division enabling digital transformation efforts to have best-in-class systems for project delivery aligned to the lab priorities and 10-year D4K strategy.
  • Develop next generation of leaders: Mentor, coach and develop the laboratory next generation of leaders to have agility, resiliency, and continuity of our mission.

Due to the nature of the work, the selected applicant must be able to work onsite.

Salary Range

$184,400 - $313,700

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require

  • Bachelor's degree in Project or Construction Management, Architecture, Engineering, Facilities Management or relevant field, plus 10 or more years of relevant experience; Or equivalent combination of relevant education and relevant experience.
  • Experience in the following:
    • Lead complex, diverse, and matrixed project team from initiation through closeout.
    • Delivering projects per DOE Order 413.3B requirements and the management of capital asset projects.
    • Construction and A/E acquisition methodologies, constraints, and contracting practices/alternatives.
  • Ability to obtain and maintain a DOE Q-level security clearance.
Qualifications We Desire

  • Masters degree in Project or Construction Management, Architecture, Engineering, Facilities Management or relevant field.
  • Minimum of five years of demonstrated leadership and/or managerial experience.
  • Project Management Professional (PMP) certification or other relevant Project Certifications.
  • Knowledge and experience in Facilities & Infrastructure, Environmental, Safety & Health, Security, Supply Chain, Assurance, and Sandia Planning Methodology.
  • Knowledge and experience with earned value management system (EVMS) requirements and application.
  • Prior experience delivering capital projects meeting DOE O413.3B non-tailored requirements and exceeding $100M in total project costs.
  • Knowledge of financial practices related to capitalization of property.
  • Proven experience partnering with DOE and NNSA oversight or program personnel (such as NA-MB, NA-APM, NA-90, NA-10, or CEPE).
  • Knowledge of safety related programs: OSHA 1926 and 10 CFR 851.
  • Knowledge of Facilities projects processes and program requirements.
  • Active DOE Q-level or DOD equivalent.
About Our Team

Department 4140 (Power Sources Project Delivery) is a new department with the responsibility to lead the integrated organizational project management team to deliver the Power Sources Project scope within cost and budget while ensuring that the project is executed safely and securely. The Power Sources Project is a new facility line item construction project per DOE Order 413.3B. The facility will support the development and delivery of power sources which a a unique capability in the Nuclear Security Enterprise (NSE) that requires a facility with complex, highly specialized operating environments to develop and deliver primary, thermal, and energy conversion battery technologies that meet extremely stringent reliability and performance requirements.

Security Clearance

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Applicants offered employment with Sandia are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.

NNSA Requirements for MedPEDs

If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
