The Office of Real Property Asset Management and Planning within the Office of the Loudoun County Administrator is currently accepting applications for the position of Land Acquisition Planner, to be a member of a team that is responsible for the acquisition and disposition of property by the County to include right of way for planned transportation projects, Capital Improvement Plan (CIP) projects, and implementing the County's land asset and space planning strategies.

Job Summary

This position will be responsible for administering the Office's land development application review process, reviewing land development proposals for consistency with County planning policies and land development ordinances; provides technical assistance in the preparation of action items for Board Committee or Business meetings, and Public Hearings; and supports capital facility project design, development, and implementation. The position will provide support and information to the Office, project stakeholders, and agencies relating but not limited to land acquisition and CIP needs.
The successful candidate should have experience with reviewing land development applications, the ability to analyze and interpret construction plans and profiles, and subdivision plats, easements, and Proffer Statements. The successful candidate should have an understanding of right-of-way concepts, Geographic Information Systems (GIS) fundamentals, and long-range/master planning. This position has no supervisory responsibilities and reports to the Office Director.
The successful candidate must be customer service focused and exhibit excellent writing, and analytical skills; facilitation and problem-solving skills; the ability to communicate effectively with staff, as well as elected and appointed officials; and the ability to meet deadlines. The candidate should propose effective strategies, policies, solutions, and interpretations to address identified issues. Knowledge of planning concepts in Virginia is desirable.
Hiring salary is commensurate with experience.

Minimum Qualifications

Bachelor's degree in Planning, Management, Public Administration, Urban Management, Architecture, Business Administration, Landscape Architecture, Geography, Civil Engineering, or related field; three (3) years of related work experience in professional planning preferably in a government setting OR Master's degree in Planning, Management, Public Administration, Urban Management, Architecture, Business Administration, Landscape Architecture, Geography, or related field; including one (1) year of professional planning experience; or equivalent combination of education and experience.

Special Requirements: The position may necessitate the ability to inspect property, which often requires walking or climbing elevated structures and exposure to inclement weather while in the field.
The position may require attendance at public meetings, which occasionally occur outside normal business hours.
Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
