Job Announcement

This position acts as an account administrator maintaining all police user accounts and permissions. Analyzes and prioritizes agency requirements, designs, implements, programs software changes accordingly, and provides on-going support to numerous systems, including end user support. Maintains Windows based physical and virtual servers. Processes user account creation/deletion, roles, and permissions changes across all FCPD systems. Manages system licensing and assign system as needed. Works closely with agency IT technical staff and/or serves as agency liaison with the Department of Information Technology. Conducts scheduled account audits on police software systems in addition to the Fairfax County Active Directory. Generate detailed audit reports to be submitted to command staff and county auditors. Processes account creation, deletion, and transfers as requested by making modification to all related systems. Responds to service calls and supports customers through the configuration of user account editing tools. Provides first-line problem diagnosis and troubleshooting for complex network or data communications. Assists senior analysts in the most complex system and equipment installations. Provides help desk problem resolution assistance; and performs related work as required. Supports current and future police initiatives including user account administration across all police systems. This includes creation of user accounts, modification of system roles, removal of unneeded user accounts, management of security groups, management of email distribution lists, requesting admin/system accounts and shared mailboxes from DIT. Also includes out-processing of separating employees, regular audits of system user accounts, account audit documentation, documentation of processes or process changes, training in system use and department procedures. Works under general supervision.

  • Provides support functions for assigned agencies;
  • Facilitates the installation of cabling and services;
  • Reviews, evaluates, and approves work order requests;
  • Analyzes and prioritizes agency requirements and designs, implements, and programs software changes accordingly;
  • Responds to customer service requests;
  • Evaluates systems problems, performs diagnostics on suspected problems, and recommends or implements solutions;
  • Assists the help desk in problem determination and solution;
  • Oversees network/telecommunications projects related to new construction, agency relocations, and similar actions;
  • Coordinates activities with planners, engineers, vendors, and agency management;
  • Reviews time frames and cost estimates of requirements and alternatives;
  • Schedules vendors and appropriate staff;
  • Evaluates projects for cost effectiveness and current and future usability;
  • Assists in the planning of distributed local area networks;
  • Administers local area networks;
  • Plans and implements system security;
  • Establishes backup and recovery procedures;
  • Installs, repairs, configures, maintains, troubleshoots, and upgrades PC's, LANs, and related equipment and software;
  • Performs site inspections to ensure adequate cabling, power and facilities;
  • Evaluates capacity, availability, and performance of existing facilities;
  • Evaluates the need for and implements migration from one network operating system to another.
  • Performs day-to-day network administration;
  • Installs and configures PC's and component parts;
  • Configures for network operation and proper communication;

Required Knowledge Skills and Abilities

  • Knowledge of data and voice communications protocol and industry standards such as internet, intranet, internet security, frame relay, and data network;
  • Knowledge of communications network management and router configuration;
  • Knowledge of a variety of hardware and software, cabling, power requirements, ancillary equipment, etc. related to network operations and telecommunications systems;
  • Ability to plan, schedule, and coordinate special projects and assignments;
  • Ability to evaluate and make recommendations on different applications software packages;
  • Ability to oversee, monitor, and maintain network and telecommunications operations;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to assist users in solving systems problems;
  • Ability to translate technical terminology into terms understood by management and employees;
  • Ability to develop and provide training;
  • Ability to establish and maintain effective business relationships.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Possession of an associate degree in computer science, electrical engineering, electronics, or a related field; plus, three years of network and/or telecommunications experience; or a bachelor's degree in such fields; plus, one year of experience in network or telecommunications system design, analysis, installation, and troubleshooting.

PREFERRED QUALIFICATIONS:

  • Law enforcement experience or experience working for a law enforcement agency.
  • Experience with Windows Server 2016+ installation, administration, and support
  • Experience with SQL Server Administration.
  • Experience with Project Management.
  • Experience supervising staff.
  • Experience creating, modifying, and deleting user accounts, managing roles and permissions, and supporting security groups across enterprise systems (such as Active Directory or Police-specific platforms).
  • Experience documenting IT processes, account workflows, and system changes for training or compliance purposes.
  • Experience conducting scheduled account audits, generated audit reports, and ensured compliance with agency requirements.
  • Experience managing system licensing, assigning system access, and ensuring compliance with organizational policies.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Able to lift equipment weighing up to 30lbs. Ability to operate a motor vehicle. Work requires the ability to operate keyboard-driven equipment and to sit for long periods. All duties may be performed with or without reasonable accommodations.
