The Senior Technical Lead will provide high-level technical leadership and integration support for a non-developmental design program. The primary focus is establishing the Government Furnished Equipment (GFE) suite, managing CDRLs, and controlling requirements growth while supporting the development of construction RFPs. This role requires extensive technical expertise, proven leadership in coordinating technical efforts, and the ability to provide decision-making support to program leadership.

Responsibilities



  • Direct technical efforts and coordinate independent roles across the Technical Division to ensure alignment of engineering, integration, and performance objectives.


  • Provide senior-level technical support for requirements development, concept development, engineering, integration and test, and performance analysis.


  • Serve as the primary technical advisor to the Deputy Program Manager (DPM), supporting decision-making through trade studies, options analysis, and risk assessments.
  • Provide acquisition and technical advice and recommendations to the LSM Principal Acquisition Program Manager (PAPM)


  • Provide technical guidance and senior review of Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), and Test & Evaluation of systems and components.


  • Lead the development, review, and validation of CDRLs, design review requirements, and other technical deliverables to ensure accuracy, compliance, and program stability.


  • Anticipate and mitigate technical risks, particularly requirements growth ensuring balanced and sustainable program execution.


  • Represent the technical team at working group meetings, design reviews, and senior-level technical forums.


  • Review system diagrams and technical integration approaches to ensure GFE alignment and system compatibility.


  • Support the GFE Manager in resolving complex technical system issues.


  • Develop and deliver white papers, technical reports, and briefing materials for program and senior stakeholder decision-making.


  • Travel for site visits, audits, or inspections as required.



Qualifications



  • Bachelor's degree in Engineering or related technical discipline; Master's degree preferred.


  • 10-15+ years of relevant Navy shipbuilding, systems engineering, or HM&E systems experience.


  • Proven experience directing technical teams and coordinating efforts across distributed roles in shipbuilding or complex acquisition environments.


  • Strong understanding of Navy acquisition processes, CDRLs, design review requirements, and system integration.


  • Demonstrated ability to provide technical judgment and recommendations that balance cost, schedule, and performance.


  • Prior experience interfacing directly with program offices, and shipbuilders.


  • Ability to obtain and maintain an active DoD security clearance.


  • 10% travel required.
