SUMMARY

The OAS Fiscal/Budget Director is responsible for financial and business planning and budgeting for the Office of Aging Services and the Office of Community Connections. The position oversees daily financial operations and long-term financial planning, including developing the processes, reports and guidelines needed to build and maintain the financial health of the department, and coordinating finance department staffing. The position will be responsible for the creation and implementation of all budgets that are presented to the County Commissioners and State Agencies for approval. The position will be responsible for the creation and accuracy of all state related reports in accordance with Generally Accepted Accounting Principles and applicable state regulations. The position will be responsible for the contracting and implementation of all contracts and awards that are entered into by Aging and Adult Services. The position will be responsible for the administration and maintenance of the SAMS system used for data collection and provider monitoring. This position also supervises fiscal staff responsible for the contracting, budgeting, fiscal and accounting, data reporting, and other administrative areas of agency responsibility, and works closely with the Fiscal Administrator as well as the Administrator of the Office of Aging Services in the oversight of planning, budgeting, and contracting activities.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • The Fiscal/Budget Director will prepare all budgets in a timely manner for presentation and approval for the County fiscal year. The Fiscal/Budget Director is also responsible for timely preparation of all state awarded grant budgets in accordance with applicable state procedures.
  • Direct supervision of the Fiscal team to assure that the Agency Fiscal Operations/ Data Collections is done in accordance with Generally Accepted Accounting Principles.
  • Oversight of the creation and awarding of all contracts entered into between the Agency and Service Providers in accordance with County and State requirements.
  • Supervision relative to the monitoring of all contract awarded providers in accordance with applicable state regulations.
  • Conducts research and analyzes financial reports to develop expenditure and revenue strategies for the organization. Analyzes fiscal plans and develops goals. Prepares special reports and proposals. Completes fiscal review of new regulations, statutes, and case laws and develops various possible proposals to mitigate impacts. Uses historical analysis and financial projections, to leverage available resources related to staffing, purchase of contracted services and operational needs. Prepares a balanced budget to provide services at a level directed by the County. Makes the best possible use of available funds, conscious of the need to operate the efficiently and effectively. The prepared/recommended budget is in an intelligent and accessible format. Possesses awareness of the importance of financial planning and accounting controls.
  • Accomplishes financial objectives by forecasting requirements, preparing annual County and state Department of Human Service budgets, preparing invoices, tracking expenditures, analyzing variances and initiating corrective action. Oversees the budget, prepares financial reports and develops goals and strategies. Responsible for audits for accounting and compliance required for federal, state and county operations. Oversees completion of county, state and federal financial reports and invoices on monthly, quarterly and annual basis, as required by statutes and regulations. Develops, implements and evaluates departmental policies and procedures to assure operational compliance and effectiveness. On a daily basis, the position examines budgets, track expenditures and income, and complete federal, state and local budget invoices and reports.
  • Directs all financial activities through supervision of employees within the department. Supervises the timely and competent analysis of budgets, cash flow, operating results, and business plans to determine rates of return, capital/cash flow requirements, etc. Manages the activities of staff to ensure that work is completed on a timely basis and that company policies and procedures are followed. Analyzes and resolves work problems or assists employees to resolve problems. Initiates the selection and hiring of employees, trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Recommends measures to improve processes, employee performance, and quality of service provided.
  • Responsible for implementation of financial program projects to accomplish state requirements for information sharing and reporting. Oversees and participates in the analysis of management information, request for proposals, project designs; identifies issues and discrepancies; conducts needs analysis; projects consequences of proposed actions; formulates recommendations. Manages, directs and evaluates assigned staff in coordination of special projects. Utilizes various financial flow charts, statistical and management reports for the purpose of analyzing and compiling studies or recommendations. Assists with establishing short and long-term goals; outlines department objectives. Manages projects in connection with departmental and strategic planning. Prepares impact analysis for assigned projects.
  • Contributes to departmental functioning by maintaining a collaborative relationship with co-workers in day to day interactions. Accepts professional responsibility of position. Willing to accept new, additional or unfamiliar responsibilities. Conducts and participates in/on a variety of task forces, meetings, committees, and/or training sessions.

Specialized Duties and Responsibilities
  • Develops, manages and implements process and procedures for the interface of a complex Health and Human Services system
  • Monitoring and allocation of Human Services Block Grant Funding
  • Oversight of fiscal procedures and their compliance and integration in accordance with County, State, and Federal requirements
  • Department-wide budget preparation, implementation, monitoring, & reporting
  • Contract administration, monitoring and compliance for fiscal elements (in partnership with the Office of Performing and Planning)

QUALIFICATION REQUIREMENTS

  • Bachelor's Degree in business administration, finance or a related field, supplemented by a minimum of ten years of experience working in a large organization resulting in extensive knowledge and experience in fiscal operations and management.
  • Experience in a public/governmental organization is beneficial but not required.
  • Ability to gather, assemble and analyze information and apply to administrative decision-making.
