We are seeking a Senior Program Analyst to provide high-level program management, analytical, and administrative support to the H-53 Heavy Lift Helicopter Program Office (PMA-261) at the Pentagon. This role involves direct engagement with senior leadership, coordination across Department of Defense (DoD) stakeholders, and support for strategic decision-making impacting the H-53 fleet's acquisition, sustainment, and readiness. The candidate will be a critical interface between PMA-261, NAVAIR, OPNAV, and other Navy and DoD entities.


Duties:




  • Provide expert-level programmatic and analytical support to PMA-261 leadership at the Pentagon.



  • Prepare, review, and coordinate high-visibility briefing materials, talking points, point papers, and executive correspondence for senior DoD and Navy leadership.



  • Track and analyze programmatic issues, including budget execution, acquisition schedules, and program risk assessments.



  • Monitor and report on Congressional, OSD, and Navy taskers; ensure timely and accurate responses.



  • Support budget formulation and justification activities for Program Objective Memorandum (POM), budget exhibits, and Congressional reporting.



  • Facilitate coordination between PMA-261, NAVAIR headquarters, OPNAV, and other Pentagon-based offices.



  • Participate in high-level meetings, prepare read-ahead materials, and document action items for follow-up.



  • Maintain awareness of program status, risks, and interdependencies to provide proactive recommendations to leadership.



  • Assist in the preparation of programmatic inputs for milestone decisions, acquisition reviews, and readiness assessments.




Required Experience:




  • Minimum 12 years of relevant program analysis or program management experience, with at least 5 years supporting DoD acquisition programs.



  • Strong understanding of DoD Planning, Programming, Budgeting, and Execution (PPBE) process.



  • Familiarity with Navy acquisition policy and SECNAVINST 5000.2.



  • Excellent written and verbal communication skills, with the ability to prepare executive-level documents and briefings.



  • Demonstrated ability to work in a fast-paced, high-visibility environment with competing priorities.



  • Active Secret clearance (Top Secret eligible preferred).




Required Education:



  • Bachelor's degree in Business, Management, Engineering, or related field.


Desired Qualifications:




  • Master's degree in a relevant discipline.



  • Experience supporting NAVAIR or PMA-261 programs.



  • Knowledge of rotary-wing aircraft acquisition, sustainment, and readiness processes.



  • Prior Pentagon staff experience.




Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $78,433.26-$129,285.60 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
