Job Description Summary:

Under the Supervision of the Chief Program Officer, Access, Interim Housing, and Mental Health, and Sojourn, the Senior Director, Interim Housing-West will be responsible for oversight, direction, and supervision of key internal and external functions of the Interim Housing Programs for The People Concern, providing strong day-to-day leadership and ensuring successful performance-based programs. This position is responsible for maintaining the highest quality services and efficiency of programming, while fostering teamwork and leadership development among staff at interim housing sites. This position will also provide assistance to the Chief Program Officer in developing new program sites, including, but not limited to, staff configuration, program design, and recruitment and training of staff. The role will be responsible for overseeing operations at all agency interim housing facilities for the foreseeable future and take the lead in high-level contract management and oversight, as well as leadership development, and outcome measurement and monitoring.

Job Description Essential Duties and Responsibilities:



  • Responsible for the leadership, management and budgetary oversight of the program
  • Oversee services and contracts with government and private funders for the program, ensuring compliance with all funding agreements
  • In collaboration with senior leadership and site directors, develop and implement policies, procedures, and systems necessary to maintain high-quality programs and services, and to ensure adequate controls and outcomes reporting.
  • Maintain expert knowledge of procedures for billing and documentation, and requirements for maintaining client files and records
  • Provide individual and team supervision, support, and performance evaluations for assigned staff
  • Work with site directors to ensure that the interim housing facilities are clean, safe and well- maintained
  • Provide and oversee onsite crisis intervention and mandated reporting, as needed
  • In collaboration with other leadership, work as part of an interdisciplinary team to provide comprehensive, integrated care to individuals dealing with homelessness, medical conditions, mental illness and substance addiction
  • Oversee program data collection and ensure timely reporting of compliance and contract activities for funding sources
  • Understand and infuse Harm Reduction and Trauma Informed Care philosophies within a Housing First methodology throughout Interim Housing sites to ensure that interim housing participants are both supported and successful in ending their homelessness by securing permanent housing. Use data to identify and resolve issues preventing the placement of participants into permanent housing.
  • Work as a Community Liaison in the following ways:


    • Develop and plan strategically for future programmatic needs and community partnerships
    • Serve as a liaison and point of contact for a wide array of stakeholders including funders, public officials, law enforcement, hospitals and members of the community
    • Represent the agency at outside functions and meetings


  • Attend trainings, present or coordinate trainings, prepare written reports, and complete related projects as needed



Job Description Qualifications:



  • Masters' degree in human services related field (Social Work, MFT, or Psychology) preferred
  • Minimum five years of programming/administrative experience in a nonprofit setting at an agency that services homeless, mentally ill, or dually-diagnosed people.
  • At least four years of leadership/management and supervisory experience.
  • Strong knowledge of mental health issues and trauma informed care principles.
  • Demonstrated experience in developing new programs, including developing strategy, budgeting and hiring.
  • Demonstrated ability to handle multiple tasks simultaneously and to work independently and creatively
  • Detail oriented with excellent time management, organizational, written, verbal, interpersonal, team building, and computer skills.
  • Entrepreneurial attitude, with excellent leadership, consensus building and analytical skills, and the ability to stay ahead of the curve and thrive in fast-paced work environment.
  • Current, valid California Driver's License with an acceptable driving record and insurance.
  • Must be available to respond to emergencies evenings and weekends as necessary.
  • Proficient in Microsoft Word, Outlook, Excel, and database applications



Job Description Work Environment:


  • Combination of field and office environment
  • Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
  • On occasion walk or drive to different local sites
  • Will necessitate working in busy and loud environments
  • Will be exposed to elements like cold, heat, dust, noise and odor
  • May need to bend, stoop, twist and sit throughout the day
