About the Department
The College of Engineering ( COE) Human Resources office, situated within the Dean's Office, serves as the central strategic HR partner for the entire College. We provide comprehensive human resources services and coordination across our nine academic departments, multidisciplinary programs like Operations Research and Integrated Manufacturing Systems Engineering, and the Industrial Extension Service ( IES). Our dedicated team also manages all personnel aspects for the College's extensive Distance Education Programs. We are responsible for coordinating and servicing all personnel actions, from recruitment to retirement, and maintaining official personnel records for the College.

Essential Job Duties
The College of Engineering seeks a highly skilled Position Budget Specialist to join its HR team. This role is essential in managing the complex and fast-changing landscape of position control, salary distributions, additional compensation, and graduate appointments within one of the university's largest and most research-active colleges.
With funding streams that include state, auxiliary, endowed trust, and a wide range of grant sources, as well as the rapid development of new research centers (such as CLAWS and the Bezos center) and continued faculty and staff growth, this position supports a high volume of detailed financial transactions related to personnel.
The Position Budget Specialist will play a key role in ensuring the accurate tracking, reconciliation, and auditing of all position-related financial activity, supporting fiscal accountability and compliance with university and sponsor requirements.
This position collaborates closely with partners across the College of Engineering's HR, Finance, and Research Administration offices.
Responsibilities include, but are not limited to the following:

  • Monitoring and processing all monthly salary redistributions for the entire College of Engineering; this could also include biweekly salary distributions (temps, graduates, TA/RA) as needed.
  • Works closely with COE Research Administration to process all release time requests and all 90 day retroactive requests.
  • Oversight of the College's vacant positions and position control to ensure budgetary structure is available for all position actions and distributions.
  • Managing workflow and processing transactions following university payroll calendars and lockout dates.
  • Manage the College's year end processing such as back to base transactions and clean up going into the new fiscal year.
  • Reviewing and processing complex salary distribution worksheets while maintaining the accuracy and integrity of data. This involves analyzing the impact of moving salary dollars across different types of funding and processing transactions adhering to fiscal year-end and federal year-end dates. The position also reviews and processes distribution changes for the college after legislative increases are applied.
  • Managing the college payroll suspense account and monitoring leave payouts for the college.
  • Creating and updating Standard Operating Procedures (SOPs) and Desk Manuals (DMs) for these areas of responsibility. This role establishes and maintains effective working relationships within COE, University Contracts and Grants, the Budget Office and University HR. Furthermore, this role would provide essential training and proactive guidance to departments/units empowering them to better manage their budgets and minimize errors at the department/unit level.
  • Demonstrating a broad working knowledge of University finance and HR systems, policies, procedures, and deadlines. An understanding of State spending guidelines, Uniform Guidance, Contracts & Grants, Foundations, and Gift accounting is necessary for processing transactions and advising departments/units in COE. Knowledge of all available funding sources-state, federal, F&A, receipts, trusts, contracts & grants, gifts, and foundations-is also essential.

Qualifications


Minimum Education and Experience
Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in Accounting; or Associate's degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.
Other Required Qualifications

  • Proficient in MS Word and Excel; able to create functional Excel worksheets that accurately reflect the outcome of moving salary dollars across different funding.
  • Working knowledge of Zoom and Google chat/video.
  • Knowledge of PeopleSoft HR and Financials or similar systems.
  • Ability to set priorities and work independently.
  • Due to the consequence of error, exceptional attention to detail is required.
  • Manage workflow and process transactions following strict university deadlines.
  • Must be able to interpret and analyze policies/procedures and communicate to various audiences.
  • Ability to adapt to and work in a flexible/hybrid working environment.
