Project Manager PMS 420 Mission Modules ((MM)
Purpose:
- Valkyrie Enterprises has a need for an energetic, self-starting, Senior Project Manager in the Readiness and Sustainment Operation to be the primary point of contact for the PMS 420 Mission Modules (MM) Program Executive Office (PEO) in San Diego, CA.
Description:
- Responsibilities include the following support: waterfront technical, Pre-Installation Check Out (PICO), oversight and engagement of various test teams, design, development, and fabrication of equipment, ancillary hardware, interface units, and test fixtures, control progress of all projects executed in the San Diego area, manage and execute the requirements of PMS 420 MM.
- Provide technical and management support efforts associated with engineering, integration and testing of existing and Research & Developmental (R&D) LCS Mission Module systems.
- Support Pre Installation Checkout (PICO) and System Operation and Verification Test (SOVT) of Mission Package (MP) systems. Assess the "as built" configuration of both LCS variant ship classes against the Interface Control Document (ICD 1.2AF Series) to ensure compliance for a MP embark. Witness and provide subject matter expertise during equipment installation, inspection, and testing of the Mission system, support equipment and its components aboard ship to ensure that the system has been installed properly and it operates in accordance with current Government Furnished Information (GFI).
- Witness and assist the various test team organizations in performing pre-MP embark checkout of ship integration operational capabilities. To include, but not limited to, Electrical Power distribution, Damage Control (fire & smoke) circuitry monitoring and Liquids Load testing (Sea water, Fire main and Chilled water systems interfaces) in support of MP. Develop and track a Corrective Action Plan to resolve any discrepancies discovered.
- Support the design, development, and fabrication of equipment, ancillary hardware, interface units, and test fixtures not available from other sources or not otherwise provided. Support the development of installation drawings, procurement drawings, and technical documentation for such item.
- Attend conferences and meetings with Government personnel to discuss and exchange technical, engineering, and programmatic information related to RCS/C5ISR systems engineering. Provide meeting/conference minutes and proposed responses to action items. (CDRL A00G
- Participate in at-sea operational demonstrations of Radio Communication System/ Command Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (RCS/C5ISR) systems during Sea Trials and other test evolutions as required.
- Provide engineering and technical support as needed to monitor system installations; to facilitate discussions and improve response time to technical questions concerning installation and testing of the system or its components. The contractor shall also provide a functional interface between PMS 420, PEO IWS, NAVSEA, NIWC/NAVWAR, the Planning Yard, the shipbuilder, and SUPSHIP at the shipyards and other Government facilities.
- Provide technical and engineering support for the development, acquisition, validation, and correction of technical data and technical documentation required for the detailed design, modernization, integration, installation, operation, and maintenance of the upgraded systems. Drawings, data, and documents shall be made available as GFI to the installer, operator and/or maintainer of the system. New or revised engineering drawings shall be provided in a format (AutoCAD, CV CADD, or ASCII format) which is compatible with the Initial Graphics Exchange Specification (IGES). The contractor shall:
- Continually verify and update ship-specific or baseline documentation and control drawings to reflect existing and projected configurations of systems, to include space arrangement drawings, cable block diagrams and cable run sheets, interface control drawings, and other associated engineering drawings, lists, and documentation.
- Support the development, maintenance and update of engineering documentation to include space arrangement drawings, elevation drawings, cable block diagrams, and cable run sheets to support the integration and installation of systems and upgrades. The engineering documentation shall identify all significant technical details necessary to properly integrate and install the subject equipment or system.
- Communicate and coordinate with PEO USC, NAVSEA, PEO IWS, NIWC/NAVWAR, and other external and internal stakeholders, as tasked, on issues associated with systems and their interface with other combat systems. The contractor shall accompany and support Government personnel at technical conferences and meetings; provide minutes or reports of formal meetings; perform the daily activities and ad-hoc administrative actions associated with the execution of project tasks.
- Support the development and maintenance of planning documentation, and conduct planning efforts necessary to identify, schedule, execute, and monitor project-related tasks. This may include Project Management Plans; Plan of Action and Milestones; staffing plans, Ship Alteration Implementation Plans; and the input and maintenance of data in external planning databases.
- Collaborate with government personnel to define the scope of assigned projects. Monitor the scope throughout the duration of the project and ensure effective and adequate methods are in place to proactively address and manage changes in project scope. This shall require the development and maintenance of a scope management plan, schedules, and work breakdown structures for specific projects. (CDRL A001)
Qualifications:
- Must possess a bachelor's degree in engineering (ME/EE), or Business Management from an accredited college or university and have at least 5 years of program manager experience with shipboard projects involving the operation, maintenance, repair, testing, modification, upgrading, installation, and alteration of Naval vessel and small craft systems. (Additional years of Program Manager experience can be substituted for bachelor's degree requirements).
- Energetic self-starter.
- Must have 7 years' experience as a project manager.
- Must have at least 2 years of direct experience in a shipboard environment.
- Must have at least 5 years' experience with ship projects executed in public and private shipyards.
Desired Qualifications:
- LCS ship familiarity (Combat/Mission Systems power, air and water)
- Ability to obtain and maintain a passport.
- Ability to obtain and maintain a Security clearance.
- Familiar with ISO 9001:2015 and NAVSEA requirements.
Security Requirements:
- Must have an active DoD Secret Security Clearance or the ability to get one.
Travel Requirements:
- Occasional travel-up to 10%.

Pay Range: $90,000 - $110,000 per year |
