Congressional Relations Coordinator

Join RAND as a Congressional Relations Coordinator and become an essential bridge between cutting-edge research and national policymaking. In this dynamic role, you will support RAND's congressional outreach efforts by developing engagement strategies, conducting legislative research, and connecting RAND's diverse expertise with key stakeholders on Capitol Hill. This position reports directly to the Director of Congressional Relations.

Responsibilities

In this position, you will play a crucial role in ensuring that evidence-based research reaches policymakers across the political spectrum who shape our nation's future. Your work will directly contribute to more informed policy discussions on Capitol Hill by connecting RAND's objective analysis with those who need it most. You will:

  • Develop and manage strategic scheduling priorities for RAND leadership's congressional engagement

  • Conduct insightful legislative research to inform outreach priorities and dissemination plans

  • Coordinate and standardize high-quality briefing materials to support timely updates to RAND leadership

  • Build targeted outreach lists using contact management systems to enhance congressional relationships

  • Represent RAND at relevant DC policy events and provide analytical summaries to inform outreach activities

  • Coordinate process and logistics for congressional testimony and briefings, ensuring seamless collaboration between researchers, the Congressional Relations Office, and congressional stakeholders

Qualifications

  • Strong organizational skills with the ability to anticipate needs and develop solutions

  • Excellent research and analytical capabilities

  • Outstanding written and verbal communication skills

  • Proactive mindset and ability to work independently

  • Interest in the legislative process and policy research.

  • Attention to detail while managing multiple priorities

  • Experience working in Congress, especially as a scheduler, or federal agency in legislative affairs

  • Sophisticated understanding or demonstrated ability to learn contact management software, like Salesforce.

Education

Bachelor's degree in government, public policy or related field; advanced degree advantageous.

Experience

Three to five years of relevant experience.

Location

This position will be located at RAND's Washington DC, office. This position is eligible for RAND's hybrid work environment, which enables a blend of on-site and remote work. On-site presence is required as needed to fulfill job duties.

This position occasionally involves delivering materials to Capitol Hill and attending events in Washington DC.

Salary Range: $75,700 - $112,400

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity. Successful candidates will be offered employment in a specific title, as determined by the candidate's education and experience. The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken). In addition, RAND provides strong benefits including health insurance coverage, life and disability insurance, savings plan, paid time-off and more.
