Summary

Lead value engineering efforts within NYPA's estimating team, optimizing costs while ensuring technical feasibility and sustainability. Apply financial metrics and AI-driven solutions to refine models, enhance projections, and maximize long-term value. Candidates should have experience in value engineering methodologies such as those outlined by SAVE International.

Identifies factors affecting costs, such as production time, materials, labor, and project risks. Collects and analyzes data to assess the time, money, materials, and labor required to manufacture a product, construct a building, or provide a service. Calculates, analyzes, and adjusts various estimates throughout the project lifecycle for use in creating budgets, business plans and short / long range plans. Develops construction costs for projects to validate bid results. Creates cashflows for estimated projects, Monte Carlo analysis and value engineering.

Responsibilities
  • Independently assess and coordinate cross disciplinary activities for the successful development and execution of program and project estimates.
  • Select and apply codes, standards and procedures to work tasks appropriately.
  • Provide technical leadership in state-of-the-art estimating and analytical techniques.
  • Review designs, and reports produced by internal engineers and external consultants for estimating.
  • Provide direction and review to junior personnel in the development of complete project estimates.
  • Oversee estimating team for a region (Northern, Western, SENY, Canals, Transmission, etc.)
  • Develop estimating processes
  • Develop estimating templates, metrics, standards
  • Coordinate teams and workshops for value engineering studies.
Knowledge, Skills and Abilities
  • Proficient in the knowledge of design, operation and maintenance of systems specific to the electric utility industry as they relate to estimating.
  • Ability to apply diverse technical principles and practices, with the understanding of the NYPA's policies, operations and objectives, to estimating engineering deliverables.
  • Working knowledge of applicable codes, standards, regulations.
  • Strong verbal and written communication skills.
  • Collaborative and team-oriented with ability to build relationships with vendors and stakeholders.
  • Ability to coordinate the technical and commercial aspects of projects.
  • Ability to perform estimating engineering calculations from complete specifications, scopes of work, reports, and interdisciplinary design packages.
  • Ability to effectively manage and prioritize multiple projects.
  • Must be aware of changes and advancements in the industry, and develop industry-wide expertise.
  • Knowledgeable about NYPA's interactions with outside organizations, including other utilities and regulatory agencies, and with its customers; familiar with NYPA's budgets, costs, rate structures, and policies.
  • Strong negotiating skills are critical.
  • Ability to focus on the results of data and data analysis.
  • Able to provide process improvement methodologies
Education, Experience and Certifications
  • Bachelor of Science Degree in [Electrical, Mechanical, Civil] Engineering, or equivalent, from an accredited college or university.
  • Minimum of 6 years of work-related experience.
  • Project Management Institute (PMI) or AACE International or equivalent certification, preferred

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $120,000 - $165,000. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
