POSITION SUMMARY:

Provides leadership to and oversees the efficient functioning of the day-to-day operations of the Health Information Management Department, for birth certificate registry activities, release of information, chart completion, physician delinquency, medical record audits, scanning, and data integrity of the patient medical record. Ensures that processes and procedures are designed to meet state and federal requirements for quality and completeness of documentation, release of information and records retention. Serves as liaison with internal customers, as well as patients and external customers.

ESSENTIAL RESPONSIBILITIES / DUTIES:


  • Supervises Health Information Representatives, Data Integrity Specialists, and Management Analysts, including interviewing, orientation, training, and preparing evaluations; makes decisions on hiring, firing and disciplining of personnel.
  • Develops and implements department policies and procedures under the oversight of the Director / Senior Director.
  • Oversees the accuracy and timeliness of the chart completion process. Ensures compliance with Boston Medical Center's Medical Staff Rules, Regulations and Bylaws as well as external standards involving the Joint Commission, HCFA, Commonwealth of Massachusetts and other regulatory or governmental agencies in order to maintain accreditation, including but not limited to timely submission of delinquency information.
  • Monitors chart completion process to assure complete and accurate documentation is present to provide patient records for continuity of patient care, clinical use and to support coding/DRG assignment resulting in appropriate reimbursement to avoid financial loss to the hospital.
  • Manages the HR processes for the Boston Medical Center Brighton HIM department that includes screening and interviewing candidates, completing payroll, approving and posting schedules, completing annual evaluations, and managing the discipline process for staff.
  • Reviews productivity and quality of staff members' work, taking appropriate action to correct issues as necessary.
  • Oversees/provides in-service training with department employees to assure compliant records.
  • Schedules and distributes work in order to ensure a continuous and uninterrupted flow of work.
  • Oversees the timely and accurate reporting of birth certificate/registry information to the state, ensuring accuracy and completeness of data captured by departmental computer systems.
  • Prepares budget for the department/monitors budget throughout the year.
  • Serves as the HIM representative on the committees as needed.
  • Acts as department liaison for medical record audits.
  • Assumes miscellaneous delegated managerial responsibilities and performs other duties as assigned.
  • Serves as one of the Custodian of the medical record and adheres to all BMC Health's RESPECT behavioral standards.

JOB REQUIREMENTS

REQUIRED EDUCATION AND EXPERIENCE:

Five years of progressively responsible experience in a Health Information Management Department. Previous managerial experience is required. Candidate must meet or exceed department quality standards during their tenure.

Associate's Degree required

  • Requires comprehensive knowledge of systems and methods used in clinical data collection at a level generally acquired through completion of a Bachelor's degree program in Health Information Administration.
  • Comprehensive knowledge of Joint Commission standards relative to the Record of Care.
  • Comprehensive understanding of all systems, equipment and materials used.
  • Comprehensive knowledge of regulatory requirements and the ability to provide documentation of such requirements when needed.
  • Ability to gauge industry trends and develop strategies to bring department in line.
  • Ability to review patient records.
  • Ability to prepare correspondence and statistical and narrative reports.
  • Excellent communication skills, verbal and written.
  • Ability to work with interdisciplinary groups of all levels including senior leadership.
