JOB DESCRIPTION AND POSITION REQUIREMENTS: We are searching for a highly experienced, self-motivated, customer-service oriented analytical thinker to join our team as the Proposal and Award Manager in the Proposal Office at the Applied Research Laboratory (ARL) at Penn State University. ARL's purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC) as well as other Sponsors. Be responsible for all activities related to the management of the Proposal Department at ARL Lead, direct, and manage our current team of 14 Pricing and Proposal Analysts, supporting each of them through hiring, retention, and promotional activities, and the proper and fair distribution of work assignments for all of ARL Oversee the proposal preparation workflow and processes; establish best practices; ensure quality service is provided to the research offices, any support staff, and faculty within ARL; and lead the submission of all of ARL's proposals for the Navy, DoD, IC, and other Government and industry sponsors Monitor deadlines, interpret sponsor guidelines, resolve complex proposal issues, consult the research offices on non-routine proposal activities, multi-disciplinary awards, cost shares, and special requirements; exercise signature authority to approve and submit all of ARL's proposals for the Navy, DoD, IC, and other Government and industry sponsors Serve as a liaison between ARL and the University research administration offices including Office of Sponsored Programs, Office of Research Protection, Office of Technology Management, Risk Management, and other central units Ensure compliance with the University, government, and sponsor regulations; monitor, interpret, and disseminate policy changes that impact research administration practices Review, evaluate, and assist the proposal team with solicitation requirements, and perform compliance reviews to ensure all requirements are met Analyze, review, prepare, and support all of ARL's proposals and budgets including, but not limited to, firm fixed price, cost plus fixed fee, and time and materialsto the Navy, DoD, IC, and other Government and industry sponsors Develop tools, forms, documentation, and operating procedures to ensure service standards are met; resolve issues and implement solutions; initiate process improvements to address systemic roadblocks Contribute new research administration models, practices, and ideas to the larger University research community; participate in projects and committees with the aim of promoting the reach and impact of University research activities
This position will be filled at the Senior Manager level. Minimum requirements include a Bachelor's Degree and 10+ years of relevant experience, including 3+ years of supervisory experience or an equivalent combination of education and experience. Required skills/experience areas include:
Wide ranging experience with cost estimating, pricing, and proposal development and the submissions for the Navy, DoD, IC, and other Government and industry sponsors Extensive experience with various financial, budgeting, and proposal policies, procedures, and systems such as the Other Direct Cost (ODC); K2 applications or other similar business systems process management platforms; SAP university financial systems; ProPricer or other proposal pricing and budgeting software and reporting; SIMS internal approval form (IAF); and management console reporting Past success managing multiple projects, initiatives, and tasks with strict deadlines Previous success with collaborations in a diverse, multi-disciplinary, team-oriented culture Past success in providing ideas in written form for clear comprehension to an audience Ability to express yourself and ideas successfully to others in order to provide understanding Microsoft Office (Word, Excel, and Outlook)

Knowledge, skills, and experience reviewing formal Request For Quotations, Proposals, and Information (RFQs, RFPs, RFIs, etc.) for the Navy, DoD, IC, and other Government and industry Sponsors Budget and proposal support for the Navy, DoD, IC, and other Government and industry Sponsors Background in Department of Defense (DoD), federal government, or military Current eligibility for access to classified information at the Secret level or higher and may be subject to a government background investigation to upgrade clearance eligibility, if required
Depending on your experience level and office needs, your working location may be hybrid on-site/work from home, located in State College, PA. You must have the ability to travel regularly to State College, PA, for meetings, etc., as needed.
