The University of Illinois System Office of University Counsel seeks a Director of Operations and Strategic Services as a key member of its leadership team. The successful candidate will have significant responsibility for the coordination, development, execution, and administration of projects, programs, engagement strategies and business activities to support the office's operations and strategic services.

The Office of University Counsel provides comprehensive legal advice and representation to the university, the Board of Trustees, the President, administrators at all universities, University Related Organizations and other agents of the university. The Office of University Counsel also employs and coordinates the work of outside counsel and is responsible for the legal aspects of university contracts and other legal matters. The Office of University Counsel has in-house legal teams at all three universities and travel will be required to support the operations at all three locations.

Responsible for the coordination, development, execution, and administration of projects, programs, engagement strategies and business activities in conjunction with the operations and strategic services of the Office of University Counsel to ensure university and departmental objectives/goals are met. DUTIES AND RESPONSIBILITIES

  1. Serves as primary resource for University Counsel attorneys and staff in interpreting policy, initiating programs, and performing strategic planning, communications, and administrative functions. Works cooperatively with attorneys and non-legal staff in the Office to ensure completion of administrative tasks. Develops and administers departmental policies/procedures, programs, and business/operational processes of University Counsel activities.
  2. Oversees conversion, administration and on-going system maintenance and training of cases and claims database system, in cooperation with attorneys and other non-legal staff. Plans and conducts training for professional and support staff on the Chicago, Urbana and Springfield campuses with respect to the software systems being used by the Office of University Counsel.
  3. Works cooperatively with other offices and external contractors concerning administration of University Counsel's litigation, claims and administrative agency cases and databases and is responsible for ensuring necessary information and data are captured to allow appropriate tracking of each claim or litigated case. Develop specialized reports as required.
  4. Works closely with the University Counsel to create and implement strategic engagement and outreach initiatives in support of the Office's mission, vision and goals.
  5. Assists the University Counsel, Deputy University Counsel, Senior Director of Operations and Strategic Services and other in-house attorneys in preparation of reports of significant work ongoing in the Office of University Counsel.
  6. Oversees activity and communications concerning procurement, monitoring and other data needs for contracts for legal services with outside law firms, including assistance with RFPs.
  7. Oversees the planning, development, and administration of special projects and strategic initiatives related to University Counsel functions and initiatives. Create status reports to monitor progress and ensure strategies are effectively meeting established University and departmental objectives and goals. Provide expertise in monitoring overall progress and analyzing related data.
  8. Work closely with the Office of University Counsel leadership and System Human Resources to develop and carry out personnel goals and activities, including strategic planning, hiring, evaluation processes, succession planning and other activities.
  9. Assists University Counsel, Deputy University Counsel and Senior Director of Operations and Strategic Services with fulfilling information requests by senior management and works with leadership from University Counsel units to establish and monitor operational and budget goals.
  10. Coordinates efforts as needed to facilitate other administrative and financial operations conducted by University Counsel to facilitate meeting of program objectives/goals and daily operational needs. Supports management of operations in compliance with applicable University and state guidelines and regulations. Serves as a liaison with other University and departmental offices to facilitate business activities and related functions.
  11. Manages work and supervises University Counsel administrative and business office staff in the areas such as, but limited to Financial Management, Resource Management, Technology, Security, Facilities, Space Management, and works cooperatively with attorneys and non-legal staff to perform duties related to operations and strategic services.
  12. Performs other duties appropriate for the position of Director of Operations and Strategic Services.

QUALIFICATIONS
  1. Bachelor's degree in business or related field.
  2. Must be a current University of Illinois Employee


Preferred:
  1. Master's degree in business or related field.

KNOWLEDGE AND EXPERIENCE
Required:

  1. Five years demonstrated initiative and experience with providing project or program administration, including fiscal management.
  2. Strong verbal and written communications skills to effectively present information and respond to colleagues and others seeking guidance and/or clarification about departmental operations and services.
  3. Ability to analyze and organize complex information sets to prepare reports and deal with issues and requests for information.
  4. Ability to plan and complete tasks in a timely and effective manner.
  5. Ability to back-up and assist in performance of business transactions.
  6. Ability to interpret, apply and/or develop policies and procedures.
  7. Excellent analytical, research and organizational skills to address/resolve complex issues.
  8. Ability to develop and maintain effective work relationships.
  9. Demonstrated leadership and teamwork skills.
  10. Ability to work independently, and to exercise good judgment and discretion in handling confidential and sensitive information.
  11. Proficiency with Microsoft computer programs/applications and with spreadsheet, presentation, and database software.
  12. Proficiency with University programs/applications.
  13. Experience at the University of Illinois in a business, administrative or communications/engagement capacity.
  14. Experience working with legal matters or familiarity with Office of University Counsel operations.


APPOINTMENT INFORMATION
This is a Full Time academic professional position. The expected start date is 6/2/2025. Sponsorship for Work Authorization is not available for this position. System Office jobs such as this one are not eligible for the Referral Program.

The budgeted salary range for the position is $150,000.00 - 170,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
