About This Role: As a Program Integrator / Program Management Support I, you will be responsible for coordinating operational capability requirements between users and contractor to determine adequate solutions and translate them into contractual language. Other responsibilities include: assisting with the preparation and coordination of the contract Statement of Work (SOW), Performance Work Statement (PWS), and CDRL between the Program Office, Gov't CO, Legal, and the contractor; advising United States Air Force (USAF) PMs on logistics, software development, QA, operational configurations, and technical issues; coordinating Security Classifications as directed by the PM; assisting the PM in developing acquisition strategies, project schedules, program, and funding plans; evaluating contractor technical data and engineering changes, manage, and assist with engineering solutions to technical problems; reviewing contractor CDRL submittals for completeness and accuracy per contract requirements; assisting USAF PMs with monitoring contractor schedules and performance, preparation of briefings on acquisition, financial, and technical improvement projects; providing technical and management oversight during development, integration, and test support for new systems; and coordinating systems requirements for sustainment, improvements, funding, and adherence to Contractor Logistics Support (CLS) Performance Plans. Who You Are and What You Need:
- Bachelor's degree required, with the degree in related field desired
- Master's Degree is preferred
- Five (5) to 10 years of experience in related field with 5 years developing, fielding and sustaining Intelligence, Surveillance and Reconnaissance (ISR) systems, with 5 years' experience in Performance Based Acquisition preferred
- 10+ years' experience as program manager/program management support in a related field with 5 years developing, fielding and sustaining ISR systems or Foreign Military Sales (FMS) programs
- Five (5) years' experience with Performance Based Acquisition (PBA) including knowledge of DOD acquisition reform initiatives, operating in government networks, and familiarity with DOD 5000 series acquisition regulations preferred
- Minimum of five (5) years of experience with Performance Based Acquisition preferred
- Knowledge and familiarity executing Contractor Logistics Support (CLS) including communications and combat support
- Knowledge of DOD acquisition reform initiatives and familiarity with the DOD 5000 series acquisition preferred
- Knowledge and understanding of DoD acquisition reform initiatives, operating in government networks and familiarity with DoD 5000 series acquisition regulations.
What You Will Do:
- Perform project management duties for VC-25A (Air Force One) aircraft communication systems, upgrades and technology refreshments. This includes managing complex programs and delivering/supporting reliable capabilities for operational end users. Evaluate SOWs/CDRLs to ensure the contracted delivery end-product meets the stated operational requirements.
- Make decisions for ensuring QRC program modifications stay on schedule in a dynamic environment working on high visibility first-of-a-kind integration projects.
- Identifies programmatic risks and offers viable solutions to lead Program Managers and senior leaders.
- Ensure the VC-25A Systems Integration Lab (SIL) & offsite ground stations are modernized & adequately resourced to support the operational fleet.
- Ensure the prime contractor meets all requirements for executing field teams and drop-in activities.
- Serves as POC/Liaison between 645th & Commercial Derivative Aircraft Division (CDAD) PMO out of Tinker, AFB on joint aircraft Heavy Maintenance (HM) modification activities.
- Lead or participate in a variety of continuous aircraft modification, test, safety, or design reviews, to include: TRB/SRB/MRR/TRR/IDR/CDR.
- Advise the VC-25B PMO (next generation Air Force One program).
- Ensure sparing levels and Diminishing Manufacturing Sources planning meet stringent and unique Presidential Airlift Group (PAG) parts requirements.
- Travel (as required) to various government or contractor facilities in support of VC-25A systems.
- Coordinate:
- Operational capability requirements between user/contractor, determining adequate solutions and translating to contractual language.
- Financial status with Pgm Mgmt Office (PMO)/645 AESG budget offices.
- With Government (Govt) Contracting Officers (CO), Quality Assurance (QA) evaluators/contractor on eval results of contractor development and manufacturing performance assisting with implementing corrective actions.
- Sustainment requirements for system upgrades and system improvements.
- Aircraft availability for periodic software critical updates required to maintain accreditation.
- Airworthiness paperwork between contractor engineering/ODA and Big Safari engineering leads.
- Oversee/evaluate:
- Development, testing and fielding of communications architectures.
- Test procedures for system integration/developmental test/evals for new installs.
- Contractor generated tech data/manuals and engineering changes.
- Development, integration and test phases of newly installed systems.
- Prime Contractor developed familiarization training materials meets end-user requirements.
- Prepare and coordinate:
- Contract SOW/CDRL between PMO, Govt COs, Legal and contractor.
- Review contractor CDRL submittals for completeness/accuracy per requirements.
- Perform tech evals of contractor proposals for AF PMO personnel and Govt COs.
- Assist:
- Develop acquisition strategy, project schedules, program plans, financial plans and other time-sensitive documentation.
- Resolve technical problems associated with the integration of new capabilities.
- Prepare program briefings on acquisition, financial and technical improvements.
- USAF PMs monitor contractor schedule and performance.
- Research existing and evolving technology for application to the program.
- Develop/establish operational architectures and large dataset collection, processing, exploitation and dissemination.
- Support platform sunset planning and execution statutory requirements.
Brief VC-25A Mission Communication System (MCS) status at periodic PMRs with Big Safari PMO and community-wide conferences hosted by CDAD and Boeing. What We Offer:
