Responsibilities

Arcfield is seeking a System Integrator & Budget Plans Officer to support integration activities across multiple functional areas, including front office coordination, process management, and budget planning. This role requires a highly motivated individual capable of managing complex system integration efforts while also providing strategic budget planning and financial analysis.

System Integration Responsibilities:

  • Provide systems integration support across sponsor components, ensuring seamless project execution and portfolio alignment.
  • Support governance and management processes, including executive program management meetings, data collection, reporting, and coordination efforts.
  • Ability to assist in facilitating control gate activities, including planning, stakeholder engagement, and briefing execution.
  • Track action items, monitor ongoing projects, and manage project schedules, including capturing and distributing meeting minutes.
  • Collaborate with cross-functional teams to ensure problem resolution, risk mitigation, and stakeholder satisfaction.

Budget & Planning Responsibilities:

  • Provide strategic and programmatic budget support, including budget formulation, justification, and execution oversight.
  • Develop and maintain spend plans, ensuring alignment with financial resource requirements.
  • Reconcile spend plans with actual expenditures, identifying and addressing resource utilization gaps.
  • Stay current with resource management guidance and ensure compliance with evolving policies.
  • Research and resolve budget issues, providing data-driven solutions to leadership.
  • Prepare supporting documentation for budget exercises, reprogramming requests, and congressional submissions.
  • Conduct short- and long-term financial trend analyses to inform decision-making.
  • Assist in preparing executive-level briefings, reports, and programmatic documentation.
  • Support and coordinate responses to budget-related taskings and financial reporting requirements.

Qualifications

  • Must possess and be able to maintain aTS/SCI clearance with Polygraph
  • BS 10-12, MS 8-10, PhD 5-7
  • Self-starter with an enterprise-wide approach to workload and task management.
  • Strong written and verbal communication skills, with the ability to convey complex information clearly and concisely.
  • Proven experience managing complex projects across multiple organizations.
  • Demonstrated ability to draft executive-level briefs on project risks, milestones, and strategic initiatives.
  • Proficiency in Microsoft Suite (Excel, PowerPoint, Word) and knowledge of document storage tools (SharePoint, Confluence, HIVE).
  • Deep understanding of financial resource requirements, budget development, and execution processes.
  • Strong analytical skills to evaluate financial data, resolve inconsistencies, and propose solutions.
  • Ability to develop and implement long-term strategic plans to achieve organizational goals.
  • Experience preparing budget submissions, funding requests, and financial documentation.
  • Strong organizational and time management skills, with the ability to manage multiple priorities effectively.
  • Experience collaborating with senior leadership, program managers, and external stakeholders in a matrixed environment.
