GENERAL PURPOSE The Auditor 2 position conducts financial and performance audits and participates on audit teams led by a higher-level auditor. May take the lead to instruct and assist the individual in the Auditor 1 position.
SUPERVISION RECEIVED This position reports directly to the Audit Manager and Controller, and may receive directions or instructions from other higher-level auditor positions.
SUPERVISION EXERCISED This position exercises very limited oversight of an Auditor 1 by assigning tasks, reviewing completed tasks, training, and orientation.
ESSENTIAL DUTIES OF THE POSITION Conducts individual audits or participates in audit teams.
Examines financial transactions, accounts, and reports to determine compliance with laws, regulations, requirements, financial management procedures, and the proper control of revenues, expenditures, assets, and liabilities.
Determines the legality, propriety, and mathematical accuracy of financial transactions.
Determines the reliability of automated system financial reports for county departments.
Writes reports on audit findings and conclusions, recommending actions required to correct inadequate procedures and/or to improve efficiency and effectiveness of accounting systems.
Conducts financial and/or performance management examinations or investigations to determine whether the organization audited is properly utilizing available resources. This work includes analyzing management data, ongoing systems, and procedures, as well as the review of the achievement of stated goals and objectives.
Determines causes and/or sources of identified problems and recommends corrective action.
Conducts performance audits to improve programs and activities.
Assists others in audits, investigations, and studies as directed. May instruct and otherwise assist lower level professional personnel in assigned phases of audits. Reviews work of such positions to ensure completeness of work and accuracy of calculations and findings. Provides advice and assistance on general working methods as well as specific tasks. Reports unusual problems encountered to higher-level staff.
Examines and tests internal controls with questionnaires, flowcharts, and other instruments. Evaluates findings and ascertains extent to which accounting methods used safeguard assets, including the determination that accounts, receipts, and disbursements are managed efficiently and economically and in accordance with applicable laws and regulations.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE - Graduation from an accredited college or university with a Bachelor's degree, including or supplemented by twenty one (21) semester hour credits in professional accounting courses which may include courses in municipal or government accounting; AND
At least one (1) year of experience in accounting and auditing principles, practices and standards, and basic experience of financial management and reporting methods, techniques, and standards or governmental auditing experience.
NOTE: For promotional and other internal candidates with more than five (5) years of applicable work experience with the County, as outlined above, the Controller may accept this experience as an adequate substitute for the education qualification.
KNOWLEDGE, SKILLS, AND ABILITIES Thorough knowledge of accounting goals, objectives, and principles.
Thorough knowledge of auditing principles, practices, and standards.
Knowledge of accounting methods, techniques, and requirements governing governmental financial systems.
Basic knowledge of Government Auditing Standards must be acquired within one (1) year of appointment.
Basic knowledge of financial management and reporting methods, techniques, and standards.
Skill in preparing statistical, accounting, and financial statements.
Ability to operate a personal computer and secure information from established data processing, spreadsheet, word processing, database, and graphics programs.
Ability to establish and maintain effective working relationships with associates, officials being audited, and others involved in studies.
Ability to plan, assign, and review the work of professional personnel engaged in carrying out assigned audit activities.
Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.
TOOLS AND EQUIPMENT Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.
PHYSICAL DEMANDS While performing the duties of this job, the employee is frequently required to walk, sit, talk, or hear.
The employee must occasionally lift and/or move up to ten (10) pounds.
