SUMMARY OF DUTIES:

Play a pivotal role in the success of our Connecticut River Bridge Project. As Manager of Capital Construction, you will collaborate with a diverse team to ensure the safe and cost-effective delivery of this vitally important project. With your extensive experience in managing complex heavy civil and/or rail force account projects, you will be able to demonstrate your expertise and become a collaborative team member in this exciting project. Under the direction of the Project Director, the successful candidate will execute all aspects of construction management for construction and design support. The incumbent will also interface with a variety of internal and external stakeholders. The Manager of Capital Construction provides project leadership and guidance for achieving best practices in construction management and project delivery methods. The incumbent is responsible for assisting the Sr. Manager Capital Construction as well as the Project Director to deliver projects that provide improved system safety and security, state of good repair, facility upgrades and enhancements, Contractor's project support and system expansions. In addition, the incumbent coordinates the force account construction efforts of the program within Amtrak forces.

ESSENTIAL FUNCTIONS:

* Provide field inspections and audits as required to provide quality assurance and oversight of project to ensure project is on meeting requirements for scope, schedule, budget, and quality.

* Responsible for the safety, quality assurance, planning, coordination, and execution of the project.

* Responsible for project and construction management functions including constructability review of design documents, resource planning, provide information for scheduling and integration with force account, implementation, cost control, reports and closeout with respect to design and construction of project, as directed by the Sr. Principal Project Manager -Design and Commercial.

* Responsible for monitoring contractor's progress in fulling technical requirements and serving as point of contact for contractor field operations.

* Provide oversight and guidance to the consultant Construction Management (CM) staff as required.

* Responsible for supporting the development, planning, budgeting, coordination, and scheduling of Force Account resources required to accomplish the project.

* Ensures effective utilization of Amtrak Force Account labor and resources.

* Builds and maintains relationships with internal/external customers to accomplish desired project outcomes.

* Manages the oversight of project outages and force account coordination.

MINIMUM QUALIFICATIONS:

* Thorough understanding of SSSWP Requirements and SSSWP approval process to ensure timely approval to maintain construction contractor and project schedule.

* Prior satisfactory job performance required.

* Must have minimum of seven (7) years' experience in heavy civil construction and/or rail force account construction experience or relevant experience (e.g., / construction and field production methods, operations, and procedures) sufficient to plan and direct activities.

* Demonstrated project management and supervisory experience.

* Demonstrated planning, scheduling, budget, and finance/cost control experience.

* Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance.

* Extensive experience in infrastructure improvement planning

* Experience managing employees; strong ability to mentor other employees.

* Demonstrated ability to work under tight time constraints, pressure, and multiple priorities.

* Demonstrated experience in managing complex programs in an operating environment.

* Experience demonstrating skill using PC-based word processing and spreadsheet software (e.g., Word, Excel) sufficient to prepare correspondence and manage budget.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

* Expert communication and interpersonal skills proven to engage and retain positive working relationships within project and build a strong relationship with project partners.

* Strong proven skill to identify, track and manage project risk, own project budget and monitor project financial performance.

* Aptitude for having difficult and challenging discussions in a passionate environment where opinions on commercial matters between parties do not align.

* Proven knowledge and ability to analyze and interpret financial documentation to identify and mitigate project risk.

* Strong ability to appropriately protect funds from unfounded claim and dispute resolution.

* Unparalleled knowledge of the project contract and steadfast in management of notices, change orders, disputes, and claims.

* Extensive communication/presentation skills and experience including distilling and communicating complex issues to senior level officers.

* Demonstrated experience in managing staff, contractors, and cross-functional teams in multiple locations.

* Demonstrated ability to work collaboratively with staff and decision-makers at all levels while successfully challenging conventional practices and incorporating new approaches to business.

* Superior quantitative and analytical skills.

PREFERRED QUALIFICATIONS:

* Extensive construction and railroad project management and supervisory experience

* Knowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure compliance.

* Knowledge of applicable labor agreements sufficient to ensure compliance.

* Strong interdepartmental leadership with the ability to identify problems and develop solutions.

* Extensive experience in railroad maintenance and construction

* Bachelor's degree in civil engineering or construction management.

* Engineer in Training (EIT)

* Professional Engineer (PE)

* Certified Construction Manager (CCM)

* 10+ years' experience preferred.

WORK ENVIRONMENT:

* Exposure to field environment and all-weather conditions.

* Combination of office building and jobsite environment.

* Work in cubicle setting; stand, sit, bend, twist, use file drawers.

* Sit at computer to complete assignments, projects, and majority of tasks.

* Ability to work under pressure.

* Travel requirements: expectation is that this position will be on-site of active construction project (when in construction) 5 days per week.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

PAY TRANSPARENCY:

The salary/hourly range is$113,200-$146,664.Pay is based on several factors includingbut not limited to education, work experience, certifications,internal equity,etc.Depending on an employee's assigned worksite or location, Amtrak may consider ageo-pay differential to be applied to the employee's base salary. Amtrak may offeradditional incentive and pay programs to recognize and reward our employees,including a short-term incentive bonus based upon factors such as individual andcompany performance that is commensurate with the level of the position and/orlong-term incentive plan compensation.
