Introduction

Loudoun County Fire and Rescue is comprised of approximately 700 employees and 800+ active operational and administrative volunteers. The Department is a growing organization that serves a large and diverse population located 30 miles northwest of Washington, DC. Job Summary

The Department seeks qualified applicants for a regular, full-time position as Telecom and Support Services Manager. Under the general direction of the designated supervisor, this position ensures the readiness of the Department's public safety radios, communications systems, and associated equipment/software. This supervisory position leads the implementation of projects related to the County's public safety radio system and associated systems, identifies, and recommends solutions to customer-related issues, and maintains documentation related to system configuration, design, repairs, requests, and root cause analyses. This position provides instruction to employees on the features and capabilities of systems and devices, recommends alternative solutions based on analysis of client requirements, and provides communications outreach with departments related to use of systems and devices.

The ideal candidate will possess knowledge of the theory, principles, practices, and techniques related to:

* Complex Motorola P25 radio systems.
* Administration of multi-agency, multi-channel, trunked radio networks including microwave and IP networks.
* GPS and related location services hardware and software.
* Functional knowledge of LTE signal evaluation of RSSI, RSRP, RSRQ, and SINR.
* Diagnosing vehicle electrical systems with complex schematics utilizing DVM equipment. Functional and theoretical knowledge of AC/DC electrical circuits.
* Computer networking at an enterprise level to include knowledge of DNS, VPNs, DHCP vs static, MS Active Directory, BIOS, MS Windows.
* Business process, mission, workflow, and interactions of customer department(s).
* FCC rules and regulations.
* Communicating effectively, both orally and in writing.
* Reviewing and interpreting complex electrical schematics, multi-meter, and other diagnostic tools to troubleshoot electrical issues in public safety vehicles.
* Maintaining the operational environment consisting of multiple communications systems and technologies.

Hiring salary commensurate with experience.


Minimum Qualifications

Associate degree in communications, fire sciences, public administration, or related field; four (4) years of related work experience in fire/emergency medical services training and education; or equivalent combination of education and experience. Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).

Preferred Certifications but not required:
Motorola Astro Infrastructure, APX Subscriber, and/or Broadband Distribution Specialist strongly preferred. ESRI experience desirable.


Job Contingencies and Special Requirements

Selection process will be comprehensive and includes panel interview, final interview, a presentation(s) to stakeholder groups and a comprehensive background check to include criminal record check, DMV and fingerprinting.

This position is critical in nature and considered essential/emergency personnel subject-to-call during local emergencies for purposes of emergency/crisis management to include being "on call" or responding to emergency situations. In the event of an emergency, employee may be required to work and/or may be assigned to the Emergency Operations Center or elsewhere to carry out the essential functions of County Government.
